File Note: It is submitted that the subject cited industry was granted consents to operate under the Water Act, 1974 and Air Act, 1981 for production of parboiled rice/raw rice @ 10 TPH, Sorted rice @ 12 TPH along with co-generation plant of capacity 1 MW vide nos. CTOW/Renewal/FZR/2019/9842613 & CTOA/Renewal/FZR/2019/9842192 dated 04.07.2019 respectively, valid up to 31.03.2024, under red category, subject to certain conditions mentioned therein and following special conditions: 1. The industry shall submit an action plan within one month to improve the environmental conditions and shall earmark an amount of Rs. 10.0 lacs for this purpose under CER. The industry shall implement the said action plan within one year after getting the concurrence of the Board. 2. The industry will ensure to stabilize the ETP atleast one month prior to its operation and shall intimate the operational schedule to the Regional Office, Faridkot of the Board so as to enable the Board to collect its effluent samples. 3. The industry shall maintain proper record of the effluent generated/treated. 4. The industry shall maintain record of readings of water meter installed on fresh water supply line, flow meter installed at the inlet & outlet of ETP, energy meter installed with ETP & APCD on daily basis and shall submit the same to the Regional Office, Faridkot on monthly basis. 5. The industry shall ensure proper handling, transportation, storage and disposal of fuel ash so that no air pollution / public nuisance is caused due to above activities and also maintain the record of fuel ash generated, disposed off etc. on daily basis. 6. The industry will ensure no stagnation in the plantation area and will be bound to increase the same in case stagnation is observed in it at any time. 7. The industry will not undergo any expansion w.r.t. its production capacity as well as land area without obtaining prior permission of the Board. 8. The industry will comply with code of practice notified by the Govt. of Punjab, Department of Science, Technology & Environment vide notification no. 10/48/2004-STE(4)/932 dated 15.10.2013. 9. The Project proponent shall also develop the vermicomposting/composting to manage the biodegradable solid waste. PP shall not throw, burn or bury any solid wastes in open, outside premises or in drain / water bodies. 10. The project proponent shall perform / promote its Corporate Environment Responsibility (CER) activities as well as use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic. 11. The project proponent shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises. 12. The project proponent shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner. 13. The project proponent shall carry out awareness and activities for the themes / action points identified under Mission LiFE (Lifestyle for the Environment) by Ministry of Environment, Forests and Climate Change given at the website (http://missionlife-moefcc.nic.in). Thereafter, the industry has obtaining consent to establish (NOC) vide no. CTE/Fresh/FZR/2023/22320530 dated 15.06.2023, valid upto 14.06.2024 for expansion in existing premises for installation of 3 no. additional dryers along with allied machinery for pre-drying of the paddy obtained during the wet season (containing high moisture than normal) for same production capacity, under red category, with certain conditions mentioned therein. Now, the industry has applied for obtaining varied consents to operate under the Water Act, 1974 and the Air Act, 1981, for production of Parboiled Rice/ Steamed Rice/ Raw Rice (with 7 Nos. Dryer) @ 10 TPH, Sorted rice @ 12 TPH along with co-generation plant of capacity 1 MW and solar power generation of capacity 0.5 MW, under Red category with requisite documents and adequate consent fees. The detail of case is as under:- The industry has submitted undertaking regarding pollution control devices have fabricated as per the dimensional drawing in feasibility report submitted and the same are able to achieve the prescribed standards. The industry has submitted analysis report of treated trade effluent generated by it for the parameters pH, TSS, TDS, BOD, COD and Oil & Grease, from M/s Noida Testing Laboratories, Noida, which is Board’s approved lab on 16.02.2023. Effluent samples were collected from outlet of ETP by this lab and results are tabulated as under:- Parameters From the Inlet of ETP Results (Outlet of ETP) Prescribed Standard pH 8.85 7.30 5.5-9.0 TSS mg/l 112 28 200 TDS mg/l 1152 996 2100 BOD mg/l 72 28 100 COD mg/l 286 86 - Oil & Grease mg/l 35 8 10 As per analysis results, concentration of parameters at the outlet is within the permissible limits, as prescribed by the Board. The industry has also submitted analysis report of air emission from the port hole of stack attached to boiler of capacity 10 TPH from M/s Noida Testing Laboratories, Noida, which is Board’s approved lab on 21.02.2023. As per analysis reports, the concentration of Particulate Matter (12% CO2 Normalization) was found to be 96.2 mg/Nm3, which is within the permissible limit as prescribed by the Board. The industry has deposited Rs. 7,20,000/- vide UTR No. HDFCR52024010167226223 dated 29.12.2023 as water consent fee under the Water Act, 1974 and Rs. 7,20,000/- vide UTR No. HDFCR52024010167209734 dated 29.12.2023 as air consent fee under the Air Act, 1981, against gross fixed assets of Rs. 10238.11 lacs as on 31.03.2023 as mentioned in its CA certificate dated 22.11.2023, which is adequate upto 31.03.2029. To process the case, the industry was visited by officers of the Board on 19.01.2024 and it was observed that: 1. The industry was in operation for production of steamed rice only. The industry has installed 3 no. additional dryers along with allied machinery for pre-drying of the paddy obtained during the wet season (containing high moisture than normal), so that same can be processed immediately in the existing machinery of the industry. During visit the additional dryers were not in operation as same are being used in the starting of paddy season. 2. ETP was under stabilization with aeration tank in operation. 3. The industry has installed flow meter at the outlet of ETP as well as separate energy meter. It has maintained record regarding fresh water intake. 4. The industry has provided two stage bag filter house as APCD with boiler of capacity 10 TPH. Stack of adequate height has been provided alongwith arrangement for carrying out emission sampling. The industry has installed separate energy meter with APCD and has been maintaining record regarding operation of the same. 5. The industry has installed one shelling and one paddy pre-cleaner in the unit and each has been provided with cyclone followed by bag filter as APCD with stack of adequate height and sampling arrangement. 6. The industry has installed 3 no. additional dryers along with allied machinery for pre-drying of the paddy obtained during the wet season (containing high moisture than normal), so that same can be processed immediately in the existing machinery of the industry. It has provided cyclone followed by bag filter house as APCD with the paddy pre-cleaner attached with these dryers and bag filter house as APCD with elevators of these dryer section. 7. The industry has provided separate enclosure with sprinkling arrangement for storage of fuel ash. The stored ash is being lifted to farmers. The industry has maintained record regarding the ash lifting from its premises. 8. The industry has provided paved vehicular movement area in front of ash storage room, paddy storage section and near main gate of the industry. 9. The industry has planted adequate plantation along the boundary wall and adequate plantation for utilization of treated trade effluent during operation of Saila plant. 10. During visit the industry informed that they have completed dense forest in near village area, 2000 nos trees planted. Plantation cost 2.66 lacs. Also installed 0.5MW solar plant with project cost -1.39 cr.under CER. It has installed solar plant as well as carried out tree plantation in its premises. The industry is complying with the provisions of the Water Act, 1974 and the Air Act, 1974 and code of practice prescribed for rice sheller units/saila plants. Keeping in view of above mentioned facts, it is, therefore, recommended that consent to operate granted under the Water Act, 1974 and the Air Act, 1981 may be granted to the industry for a period upto 31/03/2029 for the operation of parboiling plant/ steamed plant and rice sheller unit to manufacture Parboiled Rice/ Steamed Rice/ Raw Rice (with 7 Nos. Dryer) @ 10 TPH, Sorted rice @ 12 TPH along with co-generation plant of capacity 1 MW and solar power generation of capacity 0.5 MW, under Red category, subject to the suitable conditions and specific conditions as under:- 1. The industry will get its effluent/emissions analyzed from Board's lab, within one month. 2. The industry shall kept its ETP in operational condition and shall intimate the Board in advance regarding operation of saila section so that effluent monitoring of the ETP can be carried out. 3. The industry shall always maintain its plantation area for scientific disposal of effluent generated during the operation of saila section. 4. The industry shall always maintain record regarding fresh water intake, effluent generation and treated effluent.
