The inadequacy of land for discharge of treated effluents during various seasons is an important matter. There does not seem to be any mechanism to ensure less discharge during lean seasons. Another way out can be restricting production capacity during lean seasons. This also does not seem to be proper alternative. Therefore, it is proposed that a BG of Rs. 25 lacs may be imposed on the industry to ensure that its discharge remains within adequacy limits through out the year. After submission of BG, grant of consent may be considered subject to suitable conditions.
