File Note: RO has reported that the project proponent had granted consent to establish (NOC) for the establishment of a residential housing project vide no. CTE/Exp/ASR/2022/18564012 dated 09/06/2022 up to 08/06/2023. Now, the project proponent has applied for obtaining extension in the validity of consent to establish (NOC). The project proponent has already submitted a copy of CLU of land measuring 93.265 acres falling in revenue estate of village Manawala, Bishambarpura and Rakhjheeta, Tehsil & Distt- Amritsar issued by CTP, Chandigarh vide Memo No. 4648-CTP(PB)SP-432(ASR) dtd 17/10/2017 in the name of M/s Parador Developers (Amritsar) Pvt. Ltd. Thereafter, the project proponent has submitted the revised copy of CLU for Residential Colony purpose to M/s Parador Developers (Amritsar) Pvt. Ltd., at village Manawala, Bishambarpura and Rakhjheeta, Tehsil & Distt- Amritsar (Area 93.265 Acres) issued vide Memo no. 1072 CTP(Pb)/CR-3 dated 14/03/2022 for which the project proponent has already submitted approved site plan. The project proponent has already submitted feasibility report, which includes the design and flow schematic diagram of sewage treatment plant of proposed STP of capacity 1500 KLD, along with description of its components and water balance chart. The project proponent has already submitted a Letter of Approval of revised Layout Plan for Proposed Residential Colony Namely “Experion Virsa” on an area for 93.265 Acres in Village Manawala, Bishambarpura & Rakhjheeta, Tehsil & District Amritsar issued by Chief Administrator, ADA, Amritsar vide no. ADA/CA/ASR/2022/21399 dated 12/12/2022. The project proponent has already submitted a Letter for revised zoning plan for the Proposed Residential Colony Namely “Experion Virsa” Village Manawala, Bishambarpura & Rakhjheeta, Tehsil & District Amritsar (93.265 Acres) issued by Chief Administrator, ADA, Amritsar vide no. ADA/CA/ASR/2023/28014 dated 21/08/2023 and the project proponent has submitted an undertaking in this regard. The project proponent has also submitted request letter for "Extension of Consent to Establish"(NOC) dated 17/01/2024. The site of the project was visited on 05/02/2024 and observed as under:- 1) The site falls on the right side of G.T. Road leads from Amritsar to Jalandhar in the revenue estate of village Manawala, Bishambarpura and Rakhjheeta, Tehsil & Distt- Amritsar Front Gateway access is on the G.T. Road adjoining Dream City-2, another residential project. 2) The boundary wall and main roads of the residential colony has been completed and the development of internal roads, sewer line, installation of street lights etc. was in process. 3) The project proponent was also constructing STP of capacity 1500 KLD for which foundation work was in progress at the time of visit. The project proponent is complying with the conditions of the NOC granted to it. Total investment of the project is 48.85 crores and the competency to decide the case lies with Worthy Member Secretary of the Board. RO has recommended that extension in the validity of consent to establish (NOC) from pollution angle may be granted to the project up to the period of one year with usual terms and conditions. In view of above, it is recommended that extension in the validity of consent to establish (NOC) from pollution angle may be granted to the project up to the period of one year with usual terms and conditions along with special conditions as under :- (i) The project will comply with the all the guidelines of PPCB/CPCB and the project proponent shall comply the CLU approval letter issued vide Memo no. 1072 CTP(Pb)/CR-3 dated 14/03/2022. (ii) PP may also develop the vermicomposting/composting to manage the biodegradable solid waste. (iii) PP shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities. (iv) PP shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocal or any other non-biodegradable material in the premises. (v) The project proponent shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.
