Sir, the industry was granted consent to operate under the Water Act, 1974 and Air Act, 1981 both valid upto 31/03/2016 for the manufacturing of Plastic Dana @ 300 Kgs/day.
Therefore, the industry has applied for obtaining varied 'Consent to Operate' under the Water Act, 1974 and Air Act, 1981 with requisite documents for manufacturing of Plastic Dana @ 600 Kgs/day.
Earlier, the industry was operating its unit on single shift and currently it is operating its unit on double shift.
Earlier, the industry was visited by RO on 02.02.2024 and it was reported as under:
1. The industry is a very tiny unit (85 Gaj).
2. The industry was in operation & engaged in the production of plastic dana @ 600 kg/day from recycled plastic waste.
3. The industry is processing the industrial packing material rejection/plastic waste precured from M/s Duke Fashions Ltd., Ludhiana.
4. The industry has installed one no. extruder to which adequate stack height & wet scrubber as APCD has been provided. APCD was in operation during visit.
5. There is no generation of trade effluent and domestic effluent is being discharged into sewer.
6. It has not installed any boiler, furnace or DG set.
7. The industry is a very tiny unit (85 Gaj). There are marginal emissions from the extruder and it has already installed wet scrubber to capture the smell etc. Therefore, no air sampling is required to be conducted.
8. The industry has also submitted building plan dated 10.06.2016 approved from Sh. Rajnish Kumar Singla, Competent person under Director of Factories, Punjab.
9. The industry has submitted DTP certificate according to which the site of the industry falls in industrial zone.
Deposited consent fee is adequate upto 30/09/2033.
In view of the above, it is recommended that 'consent to operate' under the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30/09/2033 with suitable conditions and with additional condition that the industry shall apply for obtaining EPR certificate as re-processor under Plastic Waste Management Rules, 2016 within one month, please.
