File Note: It is submitted that the project proponent has applied for obtaining the consent to establish (NOC) from pollution angle under the Water Act, 1974 & the Air Act, 1981 for the establishment of commercial cum residential project for developing 93 no. Residential Plots (465 persons), 32 no. EWS Plots (160 persons), 01 no. Group Housing Plot (15 Flats, 75 persons) and 01 no. Commercial Plot (5 persons) under orange category, detail of case is as under: • The project proponent has submitted CLU, Sanction letter issued by Local Govt., Punjab vide Memo No. PB/CLU/FKA/FAZIL/2760 Date 18-11-2022 for land measuring 40468.5642 sq.mts. located at MOUZAM ROAD NEAR M.R.ENCLAVE FAZILKA measuring land area 80 Kanal bearing khasra nos. 114//16/ 1/1(0-5 ),16/1/ 2(2-10) ,25/2(1-14), 116//4(1-5), 114//16/2(4-5 ),25/1( 3-19),11/2(4-4 ),17(7- 4),18(7 -9),19( 8-5),22 /2(2-7) ,23(7-16),24(7-6), 116//3/ 2(1-8), 3/3(0-4 ), 1//25/1(1-0), 25/ 2(0-17), 4//4MIN(7- 0), 5/1(2-0), 5/2MIN(5-13), 6/1MIN(0-2), 6/2MIN(2-7), 7/2(1-1). The site falls in Residential as per Master Plan Fazilka (2007-2021). • The project proponent has submitted letter issued by ADC(G), Fazilka vide his letter no. 108 dated 18.01.2023, which states that khasra no. 114//16/2(4-4) may be read instead of (4-5) in the report of Local Govt. Punjab issued vide letter Memo No. PB/CLU/FKA/FAZIL/2760 Date 18-11-2022. • The project proponent has submitted land documents such as copy of Jamabandi of land in the name of Sh. Sandeep Kumar, Prop. of the colony. • Sh. Sandeep Gilhotra S/o Sh. Munshi Ram Gilhotra, House No. 602, Sector-18 B, Chandigarh submitted self declaration which states as under: - “1. That I am sole proprietor of the firm M/s M R Greens, Mouzam Road, Village Salem Shah & Village Sultan Pura, Tehsil & Distt. Fazilka. 2. That no other person or persons have any interest or right in the above said firm.” • The project proponent has submitted layout plan of the residential colony signed by ADC(G) Fazilka, Senior Town Planner, Deptt. of Local Govt. Punjab, Region Amritsar, Executive Officer, MC, Fazilka, Asstt. Executive Engineer, MC, Fazilka and Junior Engineer, MC, Fazilka. As per layout plan, the total saleable area has been mentioned as 283092.04 sq. ft. or 26313 sq. mtr. which is less than 150000 sq. mtr. as such the project proponent is not required to obtain Environment Clearance (EC) in the matter. • The project proponent has submitted copy of feasibility report of STP of capacity 76 KLD for treatment of untreated water consisting of Equalization tank, Screen Chamber, Grease Oil Chamber, M.B.B.R. (Reactor), Secondary Settler, Multi Grade Filter, Activated Carbon Filter, C.C.T. (Chlorination Chamber). • The project proponent has proposed to dispose off treated effluent after STP onto green area and parks to be developed in the colony. As per layout plan, the green area as well as parks proposed in the layout plan are sufficient to accommodate treated effluent @ 76 KLD. • The project proponent has submitted project cost, the total project cost will be around 380.00 lacs. • The project proponent has deposited fee of Rs. 10,800/- vide Receipt No. 29114716 dated 01.02.2024 as NOC Regularization Fee, which is adequate for one year. The site of the project proponent was visited by undersigned (AEE) on 07.02.2024 and it was observed that the project proponent has not started construction of boundary wall at site. There is no MAH unit within the 250 mtrs from the boundary of the project. There is no brick kiln, cement plant, saila plant, rice sheller, stone crusher, grinding unit or hot mix plant within 100 mtrs of the site. As such, the site is suitable for the establishment of commercial cum residential project. There is sewerage line in front of site of colony connected with terminal STP of Abohar. Keeping in view of above, it is recommended that the consent to establish (NOC) may be granted to the project proponent for one year, for the establishment of commercial cum residential project for developing 93 no. Residential Plots (465 persons), 32 no. EWS Plots (160 persons), 01 no. Group Housing Plot (15 Flats, 75 persons) and 01 no. Commercial Plot (5 persons) under orange category, with suitable conditions along with specific conditions as under: 1. The project proponent shall carry out construction work as per layout plan attached and shall not exceed its built up area as per plan submitted. 2. The project proponent will apply for fresh consent to operate under the Water Act, 1974 & the Air Act, 1981 before its commissioning. 3. The project proponent will install STP for treatment of its domestic effluent and project proponent will make arrangement to re-use the treated effluent for flushing purposes and/ or for watering of green area in the project premises. Only the sampling treated water shall be discharged into MC sewer. 4. The project proponent will handle its municipal solid waste as per the provisions of the Solid Waste Management Rules, 2016 and shall provide organic waste composer for the treatment of wet waste.
