File Note: The project proponent has proposed to establish a new petrol pump under small scale green category for Petrol & Diesel @ 10000 Ltr/day at Sangrur Road, Dhanaula, District Barnala, of M/s Bharat Petroleum Corporation Ltd., without generating any trade effluent or source of air emission. The domestic effluent @ 0.6 KLD will be discharged onto land for plantation after passing through septic tank. The project proponent has deposited NOC fee of Rs. 1900/- (Rs. 1400/- NOC fee + Rs. 500/- application fee) deposited vide UTR. No. 479302659 dated 31/01/2024 against the proposed project cost of Rs. 20.25 Lacs, which is adequate. The project proponent has submitted report issued by Naib Tehsildar, Dhanaula vide dated 25.01.2024, wherein, it is mentioned that the said project is falls in khasra no. 411//15/3(2-18) measuring total land 5 kanal 8 marla. The site is on lease for 20 years i.e. upto 24.09.2043 (lease deed attached in list of documents). There is no gas pipe-line, hospital, school, residential colony and religious place in the 50 mtr area. The project proponent has also submitted a letter issued from Office of District Magistrate, Barnala vide letter no. 6465-76 dated 18.01.2024, wherein it is asked to the Board to submit the comments regarding grant of NOC to the project proponent. The reply of the same be sent separately. The project proponent has submitted site plan which is duly approved by competent authority. The industry has submitted project report, copy of lease deed and site plan. The site of the project was also visited by the officer of this office on 05/02/2024 and observed as under: 1. The site of the unit is located at Sangrur Road, Dhanaula and District Barnala. 2. Presently the land of the project is lying vacant. 3. There is no gas pipe line, hospital, educational institute, approved residential area/colony/houses and religious place within 50 mtr of the proposed site. There is also no high tension wire passes over the site. Hence, the site is suitable for establishment of proposed petrol pump. 4. As per the project proposal, there will no generation of any trade effluent and there will be no source of air emission. 5. The industry has proposed to discharge its domestic effluent onto land for plantation after passing through septic tank. In view of the above, it is recommended that the project proponent may be issued consent to establish/NOC for setting up proposed petrol pump with usual conditions and special condition that the petrol pump will be bound to comply with the guidelines issued by the CPCB vide its notification no. 10802-10847 dated 07.01.2020.
