It is submitted that the industry was granted fresh consent to establish (NOC) form pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/SAS/2024/24715395 dated 20.01.2014 which is valid upto 15.01.2025 for establishment of of Ready mix plant for manufacturing of Ready Mix Concrete @ 60 m3/h by using raw material as Cement @ 50 MTD, Coarse Aggregates @ 220 MTD, Fine Aggregates @ 140 MTD, Admixture @ 0.8 MTD, Water @ 40 KLD subject to certain terms and conditions mentioned therein.
Now, the project proponent has applied for obtaining fresh consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Ready mix plant for manufacturing of Ready Mix Concrete @ 60 m3/h by using raw material as Cement @ 50 MTD, Coarse Aggregates @ 220 MTD, Fine Aggregates @ 140 MTD, Admixture @ 0.8 MTD, Water @ 40 KLD alongwith requisite documents.
The industry has deposited Rs. 84000/- vide UTR No. SBIN524036352811 dated 05.02.2024 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 84000/- vide UTR No. SBIN524036353643 dated 05.02.2024 under Air (Prevention & Control of Pollution) Act, 1981. The fee deposited by the industry is adequate for ten years against the total cost of the industry Rs. 469.11 lacs.
The industry has submitted site plan / building plan approved by Sh. Adarsh Vig Gupta, Competent Person under Factories Act. The industry has submitted completion certificate regarding installation of dust collection system. The lease deed submitted by the industry is valid upto 31.08.2033.
The site of the industry was visited by the undersigned on 08.02.2024. During the visit, it was observed as under:
1. The RMC unit has been set up and was in operation during the visit.
2. 2 no. silos are installed, one for cement & another for fly ash with dust collector as APCD.
3. One no. room also being constructed for storage of cement bags.
4. The Separate bins for storage of raw material are provided.
5. The Settling tank for recirculation of washing wastewater is provided.
6. The Septic tank for treatment of domestic effluent is provided.
7. The industry has provided plantation along boundary wall.
In view of the above, may if approved, it is recommended that consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31.12.2032 subject to suitable conditions and following additional conditions that:
1. This consent is valid for manufacturing of Ready Mix Concrete @ 60 m3/h by using raw material as Cement @ 50 MTD, Coarse Aggregates @ 220 MTD, Fine Aggregates @ 140 MTD, Admixture @ 0.8 MTD, Water @ 40 KLD.
2. The industry shall not start any other new process within its unit which may change its category from Green to Orange/ Red, without the prior written permission of the Board.
3. The industry shall obtain permission from other concern departments, if need be.
