The project proponent has applied for Consent to establish (NOC for first time) for setting up a unit for Dyed fabric (PE/Cotton/ Acrylic/PC).
The industry has filled online application form, Brief project report, In principal approval certificate issued by the DTP bearing no. 3015 dated 22.12.2022, Jamabandi, partnership deed, site plan location plan, lease deed, Feasibility report, manufacturing process flow chart. The industry has deposited Rs. 14400/- vide no. 000140155292 dated 10.06.2023 and Rs. 7200/- vide no. 958854569 dated 07.02.2024 as NOC regularization fee. The adequacy of fee deposited by the industry is upto 31.01.2025.
The industry was visited by officer of this office on 07.02.2024 and observed as under:
1. The industry has earmarked the boundary of the proposed industry and no construction work has been started.
2. The industry has proposed to install ETP of capacity 480 KLD comprising of following components:-
Raw wastewater collection-cum-reaction tanks - Primary clarifier -Filter feed tank - Multi-grade pressure depth filters - Intermediate storage tank - Membrane treatment system comprising of- • Micron filtration • Ultra-filtration - Treated effluent storage tank - Primary sludge dewatering/drying.
3. In the project report the industry has proposed to install soft flow machines. The proposed discharge of effluent from these machine was mentioned to be 185 KLD.
4. Clarification was raised to the industry, as the industry failed to give the details of plantation area, where effluent will be disposed. The industry has now attached lease deed of 3 acre land, where the industry has proposed to develop plantation area as per karnal technology. The area under plantation proposed by the industry is adequate for discharge of trade effluent @ 185 KLD.
5. As per In principal approval certificate issued by the DTP bearing no. 3015 dated 22.12.2022, the site is industrial and is suitable for such type of establishments.
6. The industry has proposed to install septic tank for treatment of domestic effluent @ 4 KLD. The effluent after septic tank will be discharge onto land for plantation.
7. The industry has proposed to install 1 boiler of capacity 6 TPH, which will be rice husk/biomass fired.
8. The industry has proposed to installed one D.G set of capacity 200 KVA with canopy provided and adequate stack height.
9. The industry has proposed to install multi cyclone as APCD along with stack of adequate and proper sampling arrangements.
In view of above, it is recommended that the industry may be granted 'Consent to established' (NOC for first time) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for one year for Dyed fabric (PE/Cotton/ Acrylic/PC) @ 25 MTD with discharge of trade effluent @ 185 KLD onto land for plantation and installation of boiler of 6 TPH capacity with rice husk/biomass fired as fuel with suitable condition as per policy of the Board, please.
