File Note: It is submitted that the project proponent has applied for obtaining Consent to Establish (NOC) under the Water Act, 1974 and Air Act, 1981 for manufacturing of Corrugated Box @ 127 MT/day by using Semi Kraft Paper @ 127 kg/day, Glue @ 1500 kgs/day & Packaging Material @ 80 kg/day as raw material for discharging of domestic effluent @ 3.2 KLD onto land for plantation after passing through septic tank. The project proponent has submitted requisite supporting documents i.e. application form, MoA, project report, copy of land use patter from DTP, land documents, location plan etc. The project proponent has deposited Rs. 29300/- (Rs. 28800/- as NOC fee and Rs. 500/- as application form fee) Vide online receipt no. 123936235 dated 10.01.2024 on account of NOC fee against the project cost of Rs. 2123.04 lacs, which is adequate for one year. The total land of the project is 50 kanal 7 marle (6.29 acre) and the industry has obtained classification of land for manufacturing of corrugated boxes issued by DTP vide letter no. 278 dated 10.02.2023, as per which the site falls under the jurisdiction of industrial land use zone as per notified Master Plan of Rajpura. Hence, the site is suitable for establishment of proposed unit. Further, as per the proposal the various type of pollution and its measure are mentioned below: Water Pollution and its measures There will be no generation of trade effluent from the process and only domestic effluent will be generated onto land for plantation after passing through septic tank. Further, the RO reject will be reused for flushing purpose and boiler blow down will be used for ash quenching. Air Pollution and its measures No process emission will be generated from the unit and only emission will be generated during burning of fuel in the boiler, which will be captured by cyclone separator as APCD. Hazardous Waste Hazardous waste pertaining to Cat. 5.1, 5.2, 33.1 and 33.2 will be generated, which will be disposed of through authorized recycler. Accordingly, the site of the industry was visited by the undersigned on 16.012024 and it was observed as under: 1. The industry has almost completed the construction work and has installed most of its plant and machinery. However, the representative of the industry has informed that the unit shall be made operational within 2-3 months. 2. The industry has installed 1 no. Boiler of capacity 4 T/hr, which is attached with cyclone separator as APCD. 3. No trade effluent is generated from the process. 4. The industry has made provisions to reuse RO reject into flushing purpose. 5. The boiler blow will be used for ash quenching. 6. Domestic effluent to be generated from the premises, will be discharged onto land for plantation after passing through septic tank. 7. The industry has installed 2 no. D.G. sets of capacity 380 KVA and 140 KVA with canopy and has attached with adequate stack height. Moreover, Makeup water for boiler feed before passing through RO plant (1st Day freshwater consumption @ 20 KLD and thereafter @ 6.5 KLD, as proper condensate recovery system will be installedtorecover90%ofthe condensate to conserve the ground water and to recover the heat of the condensate. (Details given in feasibility report.) RO Reject @ 1.3 KLD and Boiler Blow Down @ 2.0 KLD : RO reject & boiler blow down will be mixed with domestic effluent after passing through Septic tank Further, the industry has proposed to install a boiler of capacity of 4 TPH with biomass briquettes as fuel. However, it has been proposed by the industry to use 4.2 TPD of fuel in this boiler furnace. However, as per practical experience, the fuel consumption in this 4 TPH capacity boiler shall be more than 12 TPD i.e. about 14-15 TPD. Therefore, as per the latest categorization of the industries by the Board vide office memorandum dated 04.08.2023, the industry will fall in red category of industries. Furthermore, the industry has proposed to do printing on the corrugated boxes, however, it has not proposed any effluent treatment system for the treatment of effluent generated from washing of inks. It is also submitted that the Board has issued an office order for categorization of industries for left out sectors " cardboard or corrugated box" vide no. 277 dated 04/08/2023, wherein the industries namely Cardboard or Corrugated Box and paper product (excluding paper or pulp manufacturing) having waste water generation less than 100 KLD or using liquid /solid fuel up to 24 MTD (except DG set) or both are kept under "ORANGE" category at serial no 2119. Accordingly, in this case, the industry has installed 1 no. boiler of capacity 4 TPH which is based on bio briquettes as fuel having consumption @ 4.20 TPD. Moreover, the industry will not carry out any washing of ink rollers and the ink will be removed from them by wiping off using cloth only, thereby generating hazardous waste of category 33.1. Therefore, the site of the industry is suitable for establishment and the project has also proposed to provide adequate pollution control measures. In view of above, if approved, recommendations may be sent to the competent authority that the consent to establish (NOC) under the Water Act, 1974 and the Air Act, 1981 to the Project proponent granted may be granted for one year with the suitable conditions and special conditions as per the policy of the Board.
