File Note: • It is intimated that the industry is a small scale Red category unit. • The industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 valid upto 30.06.2021 for manufacturing of electroplating of job basis (Taps) @ 1000 Nos./day by using Nickle Sulphate @ 2 Kgs/day, Nickle @ 5 Kgs/day, Chrome @ 2 Kgs/day, Caustic Soda @ 2 Kgs/day, Nickle Chloride @ 0.2 Kgs/day as raw material. • Earlier, the industry was visited by AEE of this office on 06.12.2023 and it was observed as under: - 1. The industry was in operation and engaged in the process of electroplating of job basis (sanitary items). 2. The industry has provided 1 No. plastic storage tank for the storage of its trade effluent for electroplating section. During visit no effluent was stored in the storage tank. 3. The industry has installed water meter on pipe line for fresh water and water meter reading was noted 0225.25 KL during visit. The industry was lifted trade effluent to the JBR Technology, Ludhiana @ 900 ltr on 28.10.2023 as per slip shown during visit. 4. The industry was not maintained record of the fresh water consumption and effluent generation as well as not produced acid consumption bill during visit. 5. The industry is being discharged untreated trade effluent into sewer directly. 6. The domestic effluent generated by the industry is being discharged into sewer. • Thereafter, the industry was issued directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 vide ZO letter No. 5687-90 dated 01.01.2024 for disconnect the supply of electricity connection and seal the water polluting process/ DG set of the industry. • As per direction issued by Competent Authority the industry was visited by Manvinder Singh Hundal, AEE (OS) on 01.02.2024 and observed that the industry was in operation during visit. During visit the electroplating process was seen being carried out in the premises. The directions u/s 33-A of Water Act (Prevention & Control of Pollution) Act 1974 were issued to PSPCL for the disconnection of supply of electricity of the industry vide letter no. 597 dated 12.01.2024. Whereas the electric connection has not been still disconnected by PSPCL. The water polluting process (Electroplating) has been sealed during the visit in compliance to the decisions of the personal hearing received vide letter no. 5686 dated 01.01.2024. The representative of industry was also directed during visit to stop all the activities in the industry and not to resume the same before obtaining consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981. • Now, the industry has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Electroplating of job basis (Taps) @ 1000 Nos./day by using Nickle Sulphate @ 2 Kgs/day, Nickle @ 5 Kgs/day, Chrome @ 2 Kgs/day, Caustic Soda @ 2 Kgs/day, Nickle Chloride @ 0.2 Kgs/day as raw material and detail of the same is under: - 1. The industry has deposited Rs. Rs.11000/- vide R. No. UCBAH24004717667 dated 04.01.2024 under Water Act, 1974 and Rs.11000/- vide R. No. UCBAH24004718001 dated 04.01.2024 under Air Act, 1981 against the fixed assets of Rs.4.96 lacs, which are adequate 30.06.2028 including 300 % penalty. 2. The industry has submitted classification of area certificate issued from MTP, Jalandhar vide No. 542 dated 10.08.2016 in which mentioned that the industry falls in general industrial zone. 3. The industry has submitted MSME certificate and approved layout plan from competent person under factories act. 4. The industry made an agreement with JBR Technology, Ludhiana @ 3000 ltr/ month for lifting of trade effluent • The industry was visited by the AEE of this office on 08.02.2024 and it was observed that the industry was not in operation and main gate of the industry was locked during the visit. The electric connection of the industry is not disconnected till date. Also the clarification was raised to the industry to submit TDCO with application and the industry has submit request letter and the same is enclosed. The industry is a small scale red category unit and competency to decide such type of case lies with Senior Environmental Engineer, Jalandhar. Keeping in view of above, it is recommended that the consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981 may be granted to the industry for short period for three months.
