It is submitted that earlier the industry was granted consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/SAS/2020/13176413 dated 31.08.2020 which was valid upto 30.08.2021 for establishment of manufacturing unit for manufacturing of Capsules @ 40000 Numbers/Day, Tablets @ 40000 Numbers/Day, Syrup (Bottels) @ 10000 Numbers/Day by using raw material as Multivitamins with Multiminerals Antioxydent @ 0.1 Kgs/day, Pantoprazole 40 mg + Domperidone 30 mg(SR) @ 0.1 Kgs/day, Rabeprazole 20 mg @ 0.08 Kgs/day, ESMEPRAZOL DSR Capsules @ 0.1 Kgs/day, Starch @ 22 Kgs/day, DPC @ 12 Kgs/day, Aceclofenac 100 mg + PMC 325 mg +Serratiopeptidase 15 mg @ 0.12 Kgs/day, METFORMIN 500 SR @ 0.12 Kgs/day, Levocertrizine 5 mg + Montelukast 10 mg @ 0.08 Kgs/day, Glimepiride 1 mg+Metformin 500 mg SR @ 0.07 Kgs/day, Fexofenadine 120 mg + Montelukast 10 mg @ 0.08 Kgs/day, Starch @ 25 Kgs/day, DPC @ 15 Kgs/day, Sucroz @ 85 Liter/day, Ingredients @ 5 Kgs/day subject to certain terms and conditions mentioned therein.
Now, the industry has applied fresh consent to operate under green category under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Capsules @ 40000 Numbers/Day, Tablets @ 40000 Numbers/Day, Syrup (Bottels) @ 10000 Numbers/Day by using raw material as Multivitamins with Multiminerals Antioxydent @ 0.1 Kgs/day, Pantoprazole 40 mg + Domperidone 30 mg(SR) @ 0.1 Kgs/day, Rabeprazole 20 mg @ 0.08 Kgs/day, ESMEPRAZOL DSR Capsules @ 0.1 Kgs/day, Starch @ 22 Kgs/day, DPC @ 12 Kgs/day, Aceclofenac 100 mg + PMC 325 mg +Serratiopeptidase 15 mg @ 0.12 Kgs/day, METFORMIN 500 SR @ 0.12 Kgs/day, Levocertrizine 5 mg + Montelukast 10 mg @ 0.08 Kgs/day, Glimepiride 1 mg+Metformin 500 mg SR @ 0.07 Kgs/day, Fexofenadine 120 mg + Montelukast 10 mg @ 0.08 Kgs/day, Starch @ 25 Kgs/day, DPC @ 15 Kgs/day, Sucroz @ 85 Liter/day, Ingredients @ 5 Kgs/day alongwith requisite documents.
The industry has deposited Rs. 5880/-/- vide R. No. 82957820 dated 20.11.2023 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 58800/- vide R. No. 31322360 dated 20.11.2023 under Air (Prevention & Control of Pollution) Act, 1981. The fee deposited by the industry is adequate upto 01.09.2025 after adjusting late fee / penalty against the total cost of the industry 123.52 lacs.
The industry has submitted completion certificate issued by M/s UK Water Technologies in which, it has been mentioned that:
“This is to certify that we M/s U K Water Technologies have supplied and completed the installation and commissioning of 50 Ltrs/hr evaporation capacity of liquid effluent evaporation system at M/s Signoret Pharmaceutical Pvt Ltd, Plot no.556, Industrial Area, Phase-9, Distt. SAS Nagar, Punjab”
The industry has submitted compliance report of the conditions of the previous granted consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. The industry has submitted building plan approved by Sh. Nitin Kumar, Competent Person under Factories Act.
The site of the industry was visited by the undersigned on 07.02.2024. During the visit, it was observed as under:
1. The industry was in operation and is engaged in formulation of drugs. The unit is in operation since August 2021.
2. The representative of the industry informed that about 5000 ltrs of water is used per month and about 1000 ltrs wastewater is generated from washing and cleaning of equipments.
3. DM water is used in formulation process.
4. All the wastewater generated from DM plant & washing section is collected in tank of capacity 200 ltrs.
5. The industry has installed evaporator of capacity 500 ltrs/day for wastewater generated from washing and cleaning and DM wastewater.
6. The industry was advised to provide watermeter at inlet of evaporator and separate energymeter and also maintain daily record of the same.
7. There is no DG set installed/ boiler.
8. The industry has installed A.H.U for supply clean air.
In view of the above, may if approved, it is recommended that consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.06.2025 subject to suitable condition and following additional conditions that:
1. This consent to operate is valid for manufacturing of Capsules @ 40000 Numbers/Day, Tablets @ 40000 Numbers/Day, Syrup (Bottels) @ 10000 Numbers/Day.
2. The industry will stick to the production capacity mentioned in this consent and will not increase the same without prior written permission of the Board.
3. The industry shall provide watermeter at inlet of evaporator and separate energymeter and also maintain daily record of the same.
4. The industry shall not start any other new process within its unit which may change its category from Orange to Red, without the prior written permission of the Board.
5. The industry shall obtain permission from other concern departments, if need be.
