RO has reported that earlier, the industry has obtained consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/ASR/2017/5984586 dated 18/08/2017, which was valid up to 30/06/2022 and consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/ASR/2019/9719324 dated 15/05/2019, which was valid up to 30/06/2023 for manufacturing of Man Made Fabrics @ 15000 Meter/day by using Grey Fabrics @ 15000 Meter/day, Dyes @ 150 Kgs/day, Soda Ash @ 25 Kgs/day, Scouring Agent @ 25 Kgs/day, Acetic Acid @ 25 Kgs/day, Gum @ 25 Kgs/day as raw materials, trade effluent @ 864 KLD & domestic effluent @ 3.5 KLD and Pet Coke @ 2 T/day & Pet Coke @ 1.5 T/day as a fuel in its Boiler of capacity 4 TPH & Thermopac of capacity 15 Kcal respectively. Now, the industry has applied for varied consent to operate under Air (Prevention & Control of Pollution) Act, 1981 and under Water (Prevention & Control of Pollution) Act, 1974 for revised production capacity for manufacturing of Finished Shoddy Woolen Cloth @ 5000 Meter/day by using Unfinished Shoddy Woollen Cloth @ 5000 Meter/day, Chemicals @ 25 Kgs/day & Dyes @ 50 Kgs/day as raw materials, trade effluent @ 270 KLD & domestic effluent @ 10 KLD and Boiler @ 5 TPH, in which Pet Coke @ 2.5 T/day is being used as a fuel. It is pertinent to mention here that as per submission for the industry they have now closed down the printing process in the industry and also earlier dyeing of grey fabric was being done and due to this total processing capacity of the cloth has been increased but generation of total quantity of effluent has been reduced. The industry has deposited Rs. 1,15,200/- vide UTR/Ref.No. 34837565251DC dated 29/12/2023 as consent to operate fee under Water Act, 1974, Rs. 1,29,600/- vide UTR/Ref.No. 34905298921DC dated 05/01/2024 as consent to operate fee under Air Act, 1981, which are valid up to 30/06/2030. The industry has submitted latest CA Certificate, Compliance of the previous granted consents, Dimensional Drawing of APCD attached to the boiler, Water Balance, Flow Chart of ETP, Copy of letter issued by DTP, Amritsar vide no. 1066 dated 11/07/2017 and request letter regarding stating the reason for applying of varied consent and decreased production capacity. The industry was visited by officer of this office on 08/02/2023 and observed as under: - 1. The industry is engaged in the process of manufacturing of Finished Shoddy Woolen Cloth by using Unfinished Shoddy Woollen Cloth and dyeing of its final product. 2. The industry has installed 01 no. Boiler of 5 TPH. The industry has installed dust collector as APCD. During visit the boiler was not in operation 3. The industry has also installed 01 no. Thermopac of capacity 35 Kcal. The industry has installed cyclone and wet scrubber as APCD with the thermopac. During visit the industry was using rice husk as fuel in the thermopac. The representative of the industry informed that they also use pet coke as fuel in the thermopac. Common stack with the boiler and thermopac has provided by the industry 4. The ETP installed by the industry was also in operation and the discharge of the treated trade effluent was into sewer after treatment. Representative of the industry informed that they partially recycle the treated effluent back into washing process of the fabrics. 5. The representative present at site told that they have decreased the production capacity due to current market scenario and demand and the ETP installed by the industry will be adequate as the wastewater generation will also decrease. It is further intimated that the industry is complying with the conditions of consents granted earlier under Water Act, 1974 and Air Act, 1981. The industry falls in Red category in the Small scale sector and competency to decide the case lies with Senior Environmental Engineer of the Board.
RO has recommended that varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry up to 30/06/2029 for manufacturing of Finished Shoddy Woolen Cloth @ 5000 Meter/day by using Unfinished Shoddy Woollen Cloth @ 5000 Meter/day, Chemicals @ 25 Kgs/day & Dyes @ 50 Kgs/day as raw materials, trade effluent @ 270 KLD & domestic effluent @ 10 KLD with suitable terms & conditions.
EE ZO has observed that in request letter submitted by industry the project has increased its capacity from 15000 mtr/day to finished knitted cloth @ 70000 mtr/day. The industry has installed a new thermopac of 3500 U and the operational boiler of capacity 4 TPH without mentioning the fuel in thermopac as well as boiler but RO has mentioned the capacity for unfinished shoddy woolen clothes @5000 mtr/day.
