• The industry is a saila plant and is in operation since January 2016. The industry is engaged in the process of manufacturing parboiled rice/raw rice @ 10 TPH, sortex machine of capacity 12 TPH along with co-generation plant of capacity 1 MW………..
• The industry was granted consents to operate under the Water Act, 1974 & Air Act, 1981 on 04.07.2019 with validity upto 31.03.2024……..
• The industry was visited by officers of the Board on 29.11.2022 and certain violations were observed……….
• Subsequently, the industry was issued show cause notice before revocation of consents to operate granted under the provisions of the Water Act, 1974 & Air Act, 1981 alongwith an opportunity of personal hearing before the Chairman of the Board on 19.01.2023, wherein it was decided that:-
1. The industry shall submit an action plan within one month to improve the environmental conditions and shall earmark an amount of Rs. 10.0 lacs for this purpose under CER. The industry shall implement the said action plan within one year after getting the concurrence of the Board……..
2. The industry shall inform the Board atleast 15 days prior regarding schedule of operation of saila plant so as to enable the Board to collect effluent samples. In case of non-compliance, further action as deemed fit shall be taken against the industry……….
3. The industry shall maintain record of readings of water meter installed on fresh water supply line, flow meter installed at the inlet & outlet of ETP, energy meter installed with ETP & APCD on daily basis and shall submit the same to the Regional Office, Faridkot on monthly basis……...
4. The industry shall ensure proper handling, transportation, storage and disposal of fuel ash so that no air pollution / public nuisance is caused due to above activities and also maintain the record of fuel ash generated, disposed off etc. on daily basis………..
5. The industry shall ensure the compliance of code of practice prescribed by the Govt. for such units alongwith compliance of conditions of consents under the Water Act, 1974 & Air Act, 1981, at all times.
6. Regional Office shall immediately visit the industry to verify the submissions made by the representative of the industry and thereafter submit report/recommendation in the matter within 15 days………..
• Thereafter, the industry applied for obtaining consent to establish (expansion) for installation of 3 additional dryers alongwith allied machinery in the existing machinery with no change in production capacity, which was granted to the industry on 14.08.2023 (valid upto 13.08.2024)………….
• Now the industry has applied for obtaining varied CTOs under the Water Act, 1974 & Air Act, 1981 for production of parboiled/steamed/raw rice @ 10 TPH alongwith 7 no. dryers, sorted rice @ 12 TPH & co-generation power plant @ 1 MW….………
• The visiting officer has reported that the industry was visited on 19.01.2024 and reported that the industry was in operation for production of steamed rice only. The industry has installed 3 additional dryers alongwith allied machinery. ETP installed was under stabilization. Boiler of capcity 10 TPH installed with bag filter as APCD. Cyclone followed by bag filter installed as APCD with each shelling & paddy pre-cleaner section. The industry is complying with the conditions of consent to operate under the Water Act, 1974 & Air Act, 1981 as well as with the code of practice prescribed vide notification dated 15.10.2023. In compliance to the decision of the personal hearing dated 19.01.2023 regarding earmarking an amount of Rs. 10.0 lac for purpose under CER, the industry has submitted that it has developed forest in village area with approx. 2000 trees at the cost of Rs. 2.66 lac and has also installed solar plants of capacity 0.5 MW at a cost of Rs. 1.39 crore under CER activites……..…..
• In view of above, if approved, varied CTO under the Water Act, 1974 be granted to the industry upto 31.03.2029, subject to the following special conditions that:-
1. The industry will ensure to stabilize the ETP atleast one month prior to its operation and shall intimate the operational schedule to the Regional Office, Faridkot of the Board so as to enable the Board to collect its effluent samples………..
2. The industry shall maintain proper record of the effluent generated/treated………..
3. The industry will ensure no stagnation in the plantation area and will be bound to increase the same in case stagnation is observed in it at any time………..
4. The industry will not undergo any expansion w.r.t. its production capacity as well as land area without obtaining prior permission of the Board………..
5. The industry will comply with code of practice notified by the Govt. of Punjab, Department of Science, Technology & Environment vide notification no. 10/48/2004-STE(4)/932 dated 15.10.2013………...
