In reference to above submitted that the project proponent has proposed to establish a new rice sheller unit for manufacturing of Sorted Raw Rice with Dryer @ 9.0 / Steamed Rice @ 4.0 TPH / Sella Rice @ 3.0 TPH by using Paddy @ 13.5 TPH as raw material in the revenue estate of Village Munsiwala, Tehsil Dirba Distt Sangrur. To verify the facts, the site was visited by undersigned on 06/02/2024 and it was observed as under:-
(i) The site is located in the revenue estate of Village Munsiwala, Tehsil Dirba Distt Sangrur.
(ii) The industry has not started construction of boundary wall at the site.
(iii) There will be a generation of small quantity waste water in the form of boiler blow down, which will be utilized for ash quenching as well as sprinkling purposes for dust separation.
(iv) The industry has proposed to use 3.0 KLD of water for domestic use, thus domestic effluent @ 2.4 KLD will be discharged onto land for plantation after passing through septic tank.
(v) The industry has proposed to use 120 KLD of water for process, however, trade effluent @ 96 KLD will be discharged onto land for plantation after treatment through ETP. The industry has proposed to develop 2 acres of land as per karnal technology opposite to premises. The industry has proposed to provide underground pipeline for the discharge of trade effulent.
(vi) There are 02 no. 11 KVA high tension electric wire passing over the site of the industry. The industry has submitted a letter wherein it has been mentioned that the industry has deposited fee in the electricity board for shifting of electricity wires and the industry is bound to shift it.
(vii) The industry has submitted copy of project report, feasibility report, proposed layout plan, proprietorship undertaking, Provisional NOC issued by DTP, Tehsildar report, Jamabandi and Copy of registry.
The industry has submitted feasibility report mentioning the type of pollution to be involved in the expansion project and its proposed measurements. The relevant part of the feasibility report is as under:
Air pollution and its measurements:
a) The industry has proposed to provide multi-cyclone as APCD with proposed boiler of capacity 8.0 TPH.
b) The industry has proposed to provide separate cyclone as APCD with proposed dryers of capacity 9.0 TPH.
c) The industry has proposed to provide separate cyclone as APCD with proposed parboiled plant of capacity 3.0 TPH.
d) The industry has proposed to provide separate cyclone as APCD with proposed steamed plant of capacity 4.0 TPH.
Water pollution and its measurements:
a) The industry has proposed to use 120 KLD of water for process, however, trade effluent @ 96 KLD will be discharged onto land for plantation after treatment through ETP.
b) The industry has already provided septic tank for treatment of domestic effluent generated from toilets / washrooms. It has also made plantation along boundary wall to utilize treated domestic effluent after septic tank.
c) There will be generation of small quantity waste water in the form of boiler blow down, which will be utilized for ash quenching as well as sprinkling purposes for dust separation.
Hazardous Waste and its measurements:
a) The industry will enter into an agreement with authorized re-cycler for disposal of waste oil to be generated from the DG set of capacity 250 KVA.
Boiler Ash: The industry will dispose off its boiler ash for land filling purposes in low lying areas.
The proposed site of the industry meets with the siting guidelines framed by the Board for the establishment of rice shelling units. The detailed status report w.r.t. siting guidelines as per the report signed by the Tehsildar, Sangrur is attached herewith.

The industry has obtained DTP certificate vide letter no. 128 DTP(S) RS-I dated 25/01/2024 in which it is stated that site of industry falls in revenue estate of Village Munsiwala to Sihal-Samuran Road, 995 mtr far from phirni of village Munsiwala, having Khasra No. 27//1/2/4 min (1-0), 1/2/2(0-2), 2/1 min (6-14), 2/2 (0-9), 3/1 min (0-2), 3/2 min (3-0), 8/2 (6-12), 8/3 (0-4), 9/1 (2-1), 9/2 (5-19), 10/1 (3-10), 11/2/2 (1-4), 12/2/2 (2-0), 13/1 (0-4), 13/2 (6-12), 18/2 (6-12), 18/3 (0-4), 23/1 (0-4), 23/2 (6-12), 31//3/1/2 (0-2), 3/2/2 (2-13) in land measuring 56 Kanal 0 Marla in Village Munsiwala, Tehsil Dirba and District Sangrur, which is reproduced in agenda note.
Therefore as per the reports of Revenue Authority (Tehsildar Dirba) and DTP, it is clear that the industry is meeting with the specific sitting guidelines prescribed by the Board for the establishment of a rice sheller unit, as per Deptt of Science Technology & Environment Govt. of Punjab Order No.10/48/2004/STE(4)/932 dated 15.10.2013.
Keeping in view of above, if approved, the consent to establish (NOC) for setting up of rice sheller unit at proposed site located at Village Munsiwala, Tehsil Dirba Distt Sangrur to manufacture Sorted Raw Rice with Dryer @ 9.0 / Steamed Rice @ 4.0 TPH / Sella Rice @ 3.0 TPH by using Paddy @ 13.5 TPH as raw material may be granted to the industry with suitable conditions as per policy of the Board and special condition that:-
1. The industry shall bound to shift 02 no. 11 KVA high tension electric wires which arepassing over the site.
2. The industry shall comply with the terms and conditions mentioned in the DTP certificate vide letter no. 128 DTP(S) RS-I dated 25/01/2024 by the Competent Authority.
The competency for grant of NOC to Rice sheller with or without dryer and saila plants lies with the Environmental Engineer of Regional office.
