Kindly find attached the detailed inspection report along with agenda note. Further observations are as under: -
Earlier, the unit was granted consent to operate Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/ASR/2023/20694319 dated 20/01/2023, valid up to 31/12/2023.
Now, the unit has applied for renewal consent to operate under Water (Prevention & Control of Pollution) Act, 1974 with CA Certificate
Detail of the case are as under: -
1. The unit has submitted CA certificate dated 20.11.2023 which it is gross value of fixed assets of Rs. 63.99 crore as on 30.09.2023. Accordingly, it has deposited Rs. 84,000/- via Receipt No. 43248277 dated 27/11/2023, under Water Act, 1974, adequate up to 30.11.2024 after deducting NOC regularization fee Rs. 21600/-.
2. The unit has submitted request letter regarding non-operational activity at project, further the unit has intimated that they are installed adequate pollution control device for treating wastewater and requested to grant the extension to the project.
3. The project proponent has obtained completion certificate from the Office of Commissioner Municipal Corporation, Amritsar on 15.06.2012 for operational activity of the mall vide letter No. C/MTP/528 and a valid permission to connect the mall’s sewer line with MC’s sewer from the same authority vide letter no. W.S.S.S/1586 Dated 25.01.2008 for discharge of sewer into MC sewer line and the same will be further treat by installed STP of Municipal Corporation of Amritsar.
The unit was visited by officer of this office on 08/02/2024 and observed as under: -
1. The unit is a shopping mall.
2. While last visit dated 09.06.2022 of officer of this office it was observed that an outlet namely Pizza Hut was in operation. But at the time of this visit it observed that same outlet namely Pizza Hut has also been enclosed. As such there is no occupancy of the shops/outlets in the mall.
3. The project proponent has installed STP to treat domestic effluent but same was found not in operation at the time of visit. The project proponent told that the STP cannot be put into operation till there is 40% occupancy in the mall.
It is further submitted that the unit is complying with conditions of the consents granted under the Water (Prevention & Control of Pollution) Act, 1974.
It is further intimated that the unit falls in red category in the medium-scale sector and competency to decide the case lies with Hon’ble Chairman of the Board.
Keeping in view of above, it is recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 applied by the unit may be granted upto 30/09/2024 (upto validity of consent fee deposited). |
