It is submitted that the CTE is not auto generated yet as its application is already pending with the Board. Further, the industry has submitted the compliance of the last CTE granted to it. Further, the CNG station is yet to be established, the CNG station is complying with the siting criteria as required as per CPCB guidelines. The remaining guidelines related to operational phase can be checked only after establishment of the CNG station. Further, no water body falls near the site within the distance of 500 mtr.
Keeping in view of above, it is recommended that extension in the validity of last NOC may be granted to the project proponent for further one year with suitable conditions per policy of the Board and following special conditions that:-
1. The CNG station shall obtain authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 and complying with the said rules.
2. The outlet will submit on site emergency plan to the Board and also prepare of side emergency plan as per the Manufacturing, Storage & Import of Hazardous Chemical Rules, 1989.
3. The outlet will not carry out any process at the site i.e., automobile servicing, repairing and painting etc. which creates water & air pollution without prior written permission of the Board.
4. The outlet will comply with the Punjab Regional Town Planning & Development Act, 1995 and will obtain necessary approval.
5. The outlet will obtain NOC from Petroleum & Explosive Safety Organization, Govt. of India and comply with the certain conditions mentioned therein.
6. The outlet will comply with the guidelines of I.R.C: 12-2009.
7. The petrol pump shall install DG set equipped with canopy / acoustic chamber so as to comply with noise standards prescribed under the Noise (Pollution & Control) Rules, 2000. For the installation of diesel generated set of capacity more than 10 KVA, CNG station shall obtain consent to operate of the Board under the provisions of the Air (Prevention & Control of Pollution) Act, 1981.
8. The outlet will obtain permission from all concerned Departments.
