It is submitted that the project is a large-scale red category unit. Earlier, the industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2022/17966777 dated 11.03.2022 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2022/17966190 dated 11.03.2022, both having validity upto 31.03.2027 for manufacturing of frozen meat @ 400 MTD, Bone Meal @ 75 MTD, Tallow @ 65 MTD by using Live Animals Buffalo @ 2000 Nos/day & Live animals Sheep & Goat @ 2000 Nos/day as raw material with subject to suitable conditions and special conditions mentioned therein.
Now, the industry has proposed to add 1 no. boiler of capacity 6 TPH as stand by and has applied for expansion in "Consent to Establish"(NOC) for an industrial unit u/s 25 of Water (Prevention & Control of Pollution) Act, 1974 and u/s 21 of Air (Prevention & Control of Pollution) Act, 1981. However, the production will remain the same as earlier.
The project proponent has deposited Rs. 2,700/- vide Receipt No. 349928883 dated 08.01.2024 as NOC fee including application form fee. The fee deposited by the project proponent is adequate for one year against the project cost of Rs. 22.00 lacs as per brief project report.
Suitability of site
The site of the industry falls in FEZ area of Dera Bassi and hence, the site is suitable for expansion and the expansion proposed by the industry can be regularized.
Water Pollution:
The industry has not proposed any change in production and the trade effluent and domestic effluent discharge of the industry will remain the same as earlier. The industry has been granted consents for discharge of trade effluent @ 1625 KLD and domestic effluent @ 24 KLD to be treated in the ETP. The industry has installed ETP for treatment of wastewater and is Plus one comprising of primary collection tank, screen chamber, main collection tank, DAF, primary tube settler, aeration tank-I, secondary clarifier-I, aeration tank-II, secondary clarifier-II, sand filter, carbon filter, sludge drying beds and sludge dewatering presses. The effluent samples were collected on 27.07.2023 by the officers of the Board and results are attached in agenda note.
The industry has installed boiler of capacity 6 TPH & 2 TPH (stand by) by using animal dung / wood is used as fuel. Packed bed scrubber and bio-filter to control odour emissions, multi-cyclone to control emissions from boiler of capacity 6 TPH.
The industry has proposed to install 1 no. boiler of capacity 6 TPH as stand by and Animal dung / wood will be used as fuel with multi-cyclone separator as APCD.
The industry has installed 04 no. DG set of various capacities i.e. 02 no. @ 1000 KVA each, 01 no. @ 500 KVA and 01 no. @ 750 KVA. All these DG sets are equipped with canopies and stacks of adequate heights.
Visit:
The site of the industry was visited by AEE of this office on 25.01.2024 and it was observed as under:
1. The industry is engaged in business of slaughtering of buffalo for production of buffalo frozen meat and was in operation.
2. The source of fresh water supply is 2 no. tubewells installed within its premises.
3. The industry generates trade effluent from the slaughtering, offal washing, lairrage section, dung presses, boiler blow down etc.
4. The industry has installed ETP for treatment of wastewater and is comprising of primary collection tank, screen chamber, main collection tank, DAF, primary tube settler, aeration tank-I, secondary clarifier-I, aeration tank-II, secondary clarifier-II, sand filter, carbon filter, sludge drying beds and sludge dewatering presses.
5. The trade effluent and domestic effluent is treated in the ETP of capacity 2 MLD, a part of it is recycled and the rest is discharged onto land for irrigation about 40 acres developed as per Karnal Technology.
6. The industry has installed separate flow meters at the outlet of the ETP leading to the plantation area & for reutilization in the plant (for floor washing & lairage section etc.) and daily record is being maintained.
7. The industry has installed OCEMS at the outlet of its ETP and the reading of the same were noted as pH- 6.78, BOD – 4.8 mg/l, COD – 37.7 mg/l & TSS – 11.5 mg/l.
8. The industry has installed two nos. evaporators of capacity 300 liter/hour and 800 liter/ hour for treatment of wastewater of high TDS generated from skin stabilization section. In these evaporators, wastewater of high TDS is evaporated and salt remains at their bottom and therefore, it can treat about 22 KLD of wastewater if operated for 20 hours. The salt so recovered is reused back into the skin stabilization section and the capacity of the evaporators is sufficient to treat the wastewater of skin stabilization section to be generated at full production capacity (slaughtering of 2000 buffaloes/day).
9. The industry will generate about 18 KLD of spent blood at full production capacity after expansion, which is sent to blood recovery plant of capacity 2 KL/hr & 5 KL/hr from where blood is recovered in dry form and is sold out to poultry feed manufacturing units. The wastewater generated after recovery of is sent to ETP for further treatment. This existing plant is of capacity to treat 140 KLD of wastewater (when operated for 20 hour/day), thus, this plant is sufficient to handle the entire quantity of wastewater.
10. The industry has installed 05 nos. presses of capacity 3 T/hr each for dewatering the un-digested dung. The dried dung is used as fuel in the multi fuel fired boiler. After expansion about 10 Ton /day of undigested dung will be generated, thus, the presses installed for dewatering is sufficient capacity.
11. The industry has installed 2 cookers having capacity 6 T/batch and 3 T/batch and 3 cookers having capacity 4 T/batch each. The industry has installed scrubber followed by bio filter to control the odour emissions generated from rendering section. The industry has also installed condenser to control the uncondensed vapors, which is further attached with the bio filter. The condensed water is sent to the collection tank of the ETP for further treatment.
12. The industry has installed boiler of capacity 6 TPH & 2 TPH (stand by) by using Animal dung / wood is used as fuel. Packed bed scrubber and bio-filter to control odour emissions, multi-cyclone to control emissions from boiler of capacity 6 TPH.
13. The industry has proposed to install 1 no. boiler of capacity 6 TPH as stand by with multi-cyclone separator as APCD and installation work of the boiler has been started. The representative informed that the earlier boiler of capacity 6 TPH is very old, therefore they have land for updated boiler of similar capacity and the old boiler will be kept for stand by purpose.
14. The industry has installed 04 no. DG set of various capacities i.e. 02 no. @ 1000 KVA each, 01 no. @ 500 KVA and 01 no. @ 750 KVA. All these DG sets are equipped with canopies and stacks of adequate heights.
In view of above, it is recommended that ‘Consent to Establish’ (NOC) expansion under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for installation of Boiler of capacity 6TPH (Stand-by) for one year with usual conditions & with following special conditions:
1. The industry shall apply for obtaining varied consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 before operating its new boiler of capacity 6 TPH.
2. Further, the industry will only operate one boiler of capacity 6 TPH and the other boiler of capacity 6 TPH will be kept as standby arrangement.
3. It shall be the sole responsibility of the industry to develop and maintain adequate land area for disposal of treated effluent, as per the standards prescribed by the Board/CPCB.
4. The industry shall not discharge any effluent outside its premises, at any point of time, under any circumstances.
5. The industry shall not discharge the effluent into any drain/choe/nallah, in any case.
6. The industry shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances.
7. The industry shall recycle the entire quantity of cooling water (if any).
8. The industry shall develop its project strictly in accordance with the layout / building plans approved / to be approved by the Competent Authority.
9. The industry shall ensure that due to operation of the project at the site, no nuisance for general public is created at any time and no public complaints are received.
10. The adequacy/ efficacy of the pollution control arrangements shall be the sole responsibility of the industry and the industry shall be bound to implement/ upgrade its pollution control arrangements as per the discretion of the Board to achieve the prescribed emission/ effluent standards, as amended from time to time.
11. The industry shall regularly operate and maintain its ETP and ensure that the treated sewage conforms to the effluent standards prescribed by the Board / Ministry of Environment and Forests & Climate Change for such discharges.
12. The industry shall comply with the provisions of Solid Waste Management Rules, 2016.
13. The industry shall comply with the provisions of Plastic Waste Management Rules, 2016.
14. The establishment shall obtain all the statuary approvals/clearances from the concerned departments.
15. The NOC is being issued to the project proponent based upon the documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing.
16. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent.
