It is submitted that the project proponent has applied for setting up a new Hotel-cum-Banquet Hall-Cum-Restaurant namely M/s TC Foods & Hospitality Solutions on the land bearing Khasra No. 41//7/2 (2-16), 14/2 (5-12), 17 (7-0), Total 15 Kanal 8 Marle (1.925 acres) falling in the revenue estate of Village Inderpura, Tehsil and Distt. Patiala is in the name of the firm.
The project proponent has submitted the project report along with requisite documents for establishing Hotel-cum-Banquet Hall-Cum-Restaurant.
The project proponent has proposed for installation of Hotel-cum-Banquet Hall-Cum-Restaurant having capacity of total no. of persons @ 917/day (46 rooms having capacity of 2 No. each/day, 2 nos. Banquet Halls having capacity of 400 No./day and 200 No./ day each, 1 no. Restaurant/Bar having capacity of 150 No. with 1.5 times turnout i.e. 225 No./day) and discharge of domestic effluent @ 26.5 KLD onto land for plantation after treated in STP under orange category along with requisite documents.
The project proponent has deposited Rs. 18,000/- vide online R. No. 395892419 dated 28.01.2024 on account of NOC fee against the total proposed project cost of Rs. 981.77 lacs (Plant and Machinery of Rs. 220.00 lacs.) as per the project report submitted by it, which is adequate for one year.
It is pertinent to mention here that the Board has framed the sitting guidelines of Hotel/ Motel/ Restaurant / /Lodge/ Inn /Guest House / Banquet Hall/Marriage Palace vide no. 271 dated. 10/10/2011, wherein it is mentioned that the project proponent shall be allowed to set up Marriage Palace cum Banquet hall outside M.C limit in case the Project proponent submits a certificate issued by District Town Planner of the concerned area to the effect that the site is suitable as per the statutory/non-statutory Master Plan and their bye-laws and/ or submits building plan duly approved by the said Authority.
The project proponent has obtained change of land use (CLU) from Senior Town Planner, Patiala vide memo no. 1021 STP(P)/SP-327 dated 09.06.2023, according to which the site of the project falls in the residential land use zone of Notified Master Plan, Patiala where hotel activity is permissible. The land details mentioned in CLU is Khasra No. 41//7/2 (2-16), 14/2 (5-12), 17 (7-0), Total 15 Kanal 8 Marle (1.925 acres).
Feasibility Report :
The project proponent of hotel has submitted the feasibility report prepared by M/s TerraSyn Initiatives, having its office at 587, Urban Estate, Phase-2, Patiala (Punjab) in which it was mentioned that M/s TC Foods & Hospitality Solutions, Village Inderpura, Nabha Road, Tehsil and Distt. Patiala (Punjab), are planning setup a hospitality and banquet facility at the site, covering hotel rooms, restaurant, banquet hall, etc. The hotel will have 46 rooms having capacity of 2 persons each/day, 2 nos. Banquet Halls having capacity of 400 persons/day and 200 persons/day each, 1 no. Restaurant/Bar having capacity of 150 persons with 1.5 times turnout i.e. 225 persons/day). The total proposed water consumption as per application is 33 KLD and discharge of domestic effluent @ 26.5 KLD after treatment in STP consisting of oil & grease trap (for kitchen wastewater), graded screen, collection sump, primary clarifier, aeration tank, secondary clarifier, multi-grade pressure depth filter, UV treatment (disinfection), Sludge dewatering/drying – for primary and secondary sludges. The STP is adequate in principal.
The project proponent of hotel has submitted letter dated 14.10.2023, which is reproduced as under:
I, Puneet Dang, partner of the firm, want to state as under :-
1. That we want to establish hotel in the abovesaid name and at the abovesaid site/land measuring 15K-8M (1.925 acres), which is in the name of the firm
2. That we have already obtained CLU from Senior Town Planner, Patiala office memo no. 1021 STP (P)/SP-327 dated 09/06/2023.
3. That in the hotel, there will be 46 (Forty Six) Rooms having capacity of 2 persons each room, 2 (Two) Banquet Hall having capacity of 400 persons and 200 persons, 1 (One) Restaurant/Bar having capacity of 150 persons along Reception, Kitchen, Admin Block etc.
4. That it is estimated that on an average there will be 1.5 times turnout in the restaurant and bar. i.e. there will turnout @ 225 persons/day.
5. That there will be around 45 persons working in the hotel on triple shift basis.
6. That the requirement of water will be @ 33.0 KLD [for room occupancy @ 11.0 KLD (46 x 2 x 120 liters), for banquet hall @ 15.0 KLD (600 x 25 liters), for restaurant and bar @ 5.0 KLD (150 x 1.5 x 25 liters) and for staff @ 2.0 KLD (45 x 45 liters)].
7. That the total water requirement of the hotel on daily basis will be as under :-

8. That from above, the total water requirement will be @ 33 KLD out of which wastewater @ 26.5 KLD will be discharged onto land for plantation after treated in STP. Out of this wastewater @ 26.5 KLD, approx. 13.0 KLD will be required and discharged for plantation within the premises of the hotel and the excess 13.5 KLD will be discharged onto land taken on lease by the hotel for plantation purposes.
9. That we have entered into an agreement with Sh. Harjinder Singh S/o Sh. Sohan Singh, resident of Village Inderpura, Tehsil and Distt. Patiala, who has land around 2 acres. The said land will be used for plantation purposes so as to discharge the excess treated waste water from the hotel.
10. That for disposal of solid waste to be generated by hotel, we will obtain the permission from Municipal Corporation Patiala so as to lift/dump our solid waste at their dumping site and the same will be submitted by us at the time of obtaining consents to operate from your office.
11. That there is 33 kVA high tension electricity line passing through our site and will comply with the PUDA Building Rules, 2021 and we will not construct any building under this electricity line and will fully comply the rules framed by the concerned department in this regard.
The utilization detail of treated water are as under:-

Summer Out of total quantity of 26.5 KLD of treated wastewater to be utilized in the green area of 2400 sq.m, (5.5 * 2400) sq.m = 13.2 KLD can be utilized in the green area only which is less than total quantity of wastewater to be utilized in the green area.
Excess wastewater generated= 13.3 KLD
The total land required to be developed as per Karnal Technology = 13.3/60= 0.22 acres or 890 sq.mtr. The marriage palace has proposed to provide 9600 sq.mtrs additional plantation area out of which 890 sq.mtr should be developed as per Karnal Technology
Winter Out of total quantity of 26.5 KLD of treated wastewater to be utilized in the green area of 2400 sq. m, (1.8* 2400) sq. m = 4.3 KLD can be utilized in the green area only which is less than total quantity of wastewater to be utilized in the green area. Excess wastewater generated=22.2 KLD
The total land required to be developed as per Karnal Technology = 22.2/60= 0.37 acres or 1497 sq.mtr. The marriage palace has proposed to provide 9600 sq.mtrs additional plantation area out of which 1497 sq.mtr should be developed as per Karnal Technology.
Accordingly, the site was visited by the undersigned on 09.02.2024 and contacted Sh. Jagdish Rai, partner of the firm. During visit, it was observed that:
1. The proposed site of the hotel falls on the right hand side of the Patiala -Nabha road.
2. The project proponent has not started construction activity of the hotel.
3. The project proponent has proposed to install silent D.G. set of capacity 150 KVA with canopy and stack of adequate height.
The Board has framed mechanism / guidelines for control of pollution from banquet halls / restaurants / hotels / motels prescribed by board vide office order dated 02.02.2021 in compliance to NGT orders dated 20.12.2019 in the matter of O.A no. 400/2017 titled as Westend Green Society vs Union of India and others.
The site is suitable for establishment of hotel cum banquet hall as per the Board’s order dated 10.10.2011 and as per the policy of the Board of April, 2013. Since,the site falls in the residential zone as per the CLU granted , it shall ensure that it will not cause any kind of noise pollution, water pollution and public nuisance in the area.
In view of above mentioned facts, if approved, recommendation may be sent to SEE, ZO-1, Patiala for grant of consent to establish (NOC) may be granted to the project proponent for setting up of new Hotel-cum-Banquet Hall-Cum-Restaurant namely M/s TC Foods & Hospitality Solutions and discharge of treated domestic effluent @ 26.5 KLD onto land for plantation under orange category with suitable conditions and special conditions that:
1. The hotel cum restaurant shall comply with the mechanism/guidelines for control of pollution from banquet halls/restaurants/hotels/motels prescribed by board vide office order dated 02.02.2021 in compliance to NGT orders dated 20.12.2019 in the matter of O.A no. 400/2017 titled as Westend Green Society vs Union of India and other.
2. The marriage palace has proposed to provide 9600 sq.mtrs additional plantation area out of which 1497 sq.mtr should be developed as per Karnal Technology.
3. The establishment shall comply with the guidelines prescribed by the Board for control of pollution and enforcement of environmental norms vide circular no. 10577-80 dated 04.05.2021.
4. The establishment shall continue to comply with the provisions of the Solid Waste Rules, 2016.
5. The establishment shall comply with the provisions of Noise Pollution (Regulation & Control) Rules 2000.
6. The establishment shall conform to the standards for treated wastewater as laid down by the Board in circular vide no. SEE (HQ-1)/F.244/2011/271 Dated 10.10.2011.
7. The project proponent shall install STP as per the feasibility report submitted by it.
8. The establishment shall get the permission from PWRDA for abstraction of ground water.
9. The establishment shall obtain all the statuary approvals/clearances from the concerned department.
10. The PP shall ensure that it will not cause any kind of noise pollution and public nuisance in the area.
11. This NOC is granted on the basis of documents/affidavits submitted by the project proponent and if in case, any contention submitted by the project proponent found wrong or false, the consent granted shall stand deemed cancelled without affording an opportunity of show cause.
