The Industry was granted consents to operate under Water Act, 1974 & Air Act, 1981 vide no. CTOW/Renewal/MKS/2022/17066072 and CTOA/Renewal/MKS/2022/17065289 dt. 23.05.2022, expired on 30.09.2023.
The industry has already submitted a bank Guarantee of Rs. 50,000/- as an assurance to control the noise and dust emissions from the ginning section, valid upto 09.01.2029in compliance to the MOEF notification no. GSR546(E).
Now, the industry has applied for renewal of consent to operate under the Water Act, 1974 & Air Act, 1981 through OCMMS. The details of the case is as under: -
The industry has deposited consent fee of Rs. 43200/- vide online R. NO. N276232666282623 dated 03.10.2023 under the Water Act, 1974 and Rs. 43200/- vide online R. NO. N276232666273834 dated 03.10.2023 under the Air Act, 1981 which is adequate upto 30.06.2028 against fixed assets of Rs. 10.94 crores.
The Industry was visited by undersigned on 12.02.2024 and it was observed as under:-
1. The industry was in operation with its spinning section only and ginning section was not in operation during visit. The industry has installed one number rotary filter in blowing section for control of fluffing emissions and 2 no. static filters having 12 no. channel for control of fluffing emissions in spinning section.
2. The industry has installed 2 no. ginning section. One with 12 no. roller gin machines and other with 3 no. sawgin machines.
3. The industry has provided pneumatic handling of raw cotton and ginning material has been adopted by the industry in roller ginning section and overhead hoods have been provided, which are further connected with the cyclone installed as APCD.
4. The industry has connected pipes of ducting in roller gin machine processing shed with the cyclone installed as APCD. The industry has provided adequate stack height with the APCD.
5. The industry has covered the all sides of press with mesh sheet for control the cotton fluffs.
6. The industry has installed 2 no. D.G. sets of capacity 418 KVA and 380 KVA, which were found stands sealed.
7. The industry has installed STP for treatment of domestic effluent generates from office building, processing shed and labour quarter. The STP of industry was found inline and operation and effluent sample was collected from the inlet and outlet of STP and sent to head office lab for analysis. The analysis results are awaited.
8. The industry has developed adequate land of 2.5 kanals for utilization of domestic effluent onto land for plantation.
As such, the industry is complying with the provisions of Water Act, 1974 and Air Act, 1981 as well as MOEF notification no. GSR546(E) dt. 30.08.2005. The pointwise compliance is attached.
Recommendations:
In view of the above it is recommended that the consents to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the industry upto 30.06.2028 for production of Cotton Yarn @ 7 TPD and Cotton Seed @ 33 TPD with suitable conditions
