• It is intimated that the HCE is a small scale, hospital with 10 beds.
• Earlier, the hospital was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/JAL2/2023/22205777 dated 07.06.2023 valid upto 30.09.2023 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/JAL2/2023/22205783 dated 07.06.2023 valid upto 30.09.2023 for 10 beds.
• Now, the hospital has applied for renewal consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention and Control of Pollution) Act, 1981 through OCMMS of the Board for 10 beds.
• The hospital has already deposited Rs. 5000/- Vide UTR/Reference No. SBIN222118586728 Dated 28.04.2022 under Water Act 1974 and Rs. 5000/- Vide UTR/Reference No. SBIN222118582497 Dated 28.04.2022 under Air Act, 1981, which are adequate upto 30.06.2027.
• As per Board office order no. 04 dated 10.04.2018, the authorization (fresh/renewal) under Bio/Medical Waste Management Rules, 2016 applied by the healthcare facilities upto 20 beds/dental chairs will be granted by the concerned Regional Office within 07 days of receipt of complete application without making inspection of those healthcare facilities.
• The hospital has not been visited and on the basis of documents submitted by the HCF alongwith application, it has been observed that the HCF has provided 10 beds and trade effluent is being discharged into MC sewer after treatment with sodium hypochlorite solution. The domestic effluent is being discharged into MC sewer. The hospital has provided 1 no. D.G set of capacity 62.5 KVA with canopy and is attached to stack of adequate height. The hospital has submitted MOU signed with M/s Meridian Milieu Care Private Limited, Village Bir Pind, Tehsil Nakodar, District Jalandhar, which is valid upto 03.01.2026.
Keeping in view of above, it is recommended that the renewal consent to operate under the Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1974 may be granted upto 30.09.2025 with usual terms and conditions and with special condition that: -
1. The HCF shall ensure to comply with the effluent standards as notified under BMW Rules, 2016, amended upto date and subsequent amendments if any.
2. The HCE will renew its agreement with concerned CBWTF on expiry of the same.
