The industry has applied for obtaining varied consents to operate under the Water Act, 1974 & Air Act, 1981 for manufacturing of Mix Board @ 10 TPD by using wheat / paddy straw and sludge of paper mill @ 10 TPD…………
From the perusal of documents submitted by the project proponent of the industry, it has been observed that the industry has failed to submit area classification report/site suitability certificate as per the byelaws of the notified master plan of Sri Muktsar Sahib…………
The industry was issued show cause notice before refusal of CTOs under the Water Act, 1974 & Air Act, 1981 vide Board's letter no. 447 dated 22.01.2024 alongwith an opportunity to submit written reply in the matter, within 07 days.……………
Now the Regional Office vide report dated 13.02.2024 has reported that as per the DTP report dated 12.02.2024, the site of the industry falls in the mixed land use zone of the notified Master Plan, Sri Muktsar Sahib, however, in the said report no permissibility of such type of industry has been mentioned. Further, as per the office memorandum of the Board dated 07.12.2022, CLU/NOC wherever applicable issued by the concerned authorities (DTP/STP/CTP) shall be accepted, in case it provides the confirmation of zone/permissibility of site…………..
Moreover, as per the notification regarding uniformity in the zoning regularization of the State of Punjab issued by the Chief Town Planner, Punjab dated 18.10.2018 (copy attached), manufacturing of paper & paper products is permissible only in the industrial and Rural & agriculture zones.……….
In view of above, if approved, varied consent to operate (for expansion) under the Water Act, 1974 & Air Act, 1981 be refused…………….
