File Note: • Consents to operate under the Air Act, 1981 was granted to the industry dated 21.11.2018 (valid upto 30.06.2023) for production of CI Casting @ 0.3 TPH by using pig iron as raw material in plot no. D-36, D-37 & D-41…………. • Now, the industry has applied for renewal of consent to operate under the Air Act, 1981 in plot no. D-36, D-37, D-41 & C-49 (which has been taken on lease w.e.f. 01.01.2023 to 31.03.2033)………….. • The visiting officer has reported that the industry was visited on 15.12.2023 and found that the industry is located in the industrial area. 01 induction furnace of capacity 300 kg/heat installed with twin cyclone followed by bag filter house as APCD and was in operation. 01 no. emission sample was collected & was found within the permissible limits. 04 no. galvanizing furnaces installed with wet scrubber as APCD, however the same were not in operation…………. • Board vide its office order no. 478 dated 24.09.2018, issued certain actions for compliance for all the induction furnaces by 31.10.2018. The action includes the following points:- 1. The industry shall get its Air Pollution Control Device (APCD) alongwith its collection system evaluated from Punjab State Council for Science & Technology, Chandigarh regarding efficacy, alongwith the side hood design within 15 days…………. 2. After evaluation, APCD and its collection system including hood shall be upgraded /replaced by the industry as per the advice of Punjab State Council for Science & Technology by 31.10.2018……………. 3. The industry shall appoint dedicated staff for operation/maintenance of APCD/ collection system, within one month. ……………. 4. The industry shall implement the Standard Operating Procedures prepared by Punjab State Council for Science & Technology for APCD in toto, so as to achieve the prescribed standards on a regular basis……………. • The industry has failed to submit compliance w.r.t. the Board's office order no. 478 dated 24.09.2018. Subsequently, show cause notice before refusal of consent to operate under the Air Act, 1981 was issued to the industry alongwith an opportunity to submit written reply w.r.t. the notice issued to it, within 15 days……………… • Now the Regional Office vide note dated 12.02.2024 has submitted that the industry has submitted compliance w.r.t. SOPs and has also obtained the certificate from the Punjab State Council for Science & Technology dated 14.02.2023 (copy attached) for installation of APCD of adequate capacity with the induction furnace having melting capacity as 300 kg/heat. Also, the visiting officer has reported that the industry is complying with the provisions of the Air Act, 1981 as well as with the SOPs framed for sucy type of units……………. • In view of the above, if approved, CTO under the Air Act, 1981 may be granted to the industry for a period upto 30.06.2028 for manufacturing of C.I castings @ 0.3 TPH by using pig iron as raw material, subject to the special condition that the industry will ensure the compliance of the Standards Operating procedures (SOPs) prepared by the Punjab State Council for Science & Technology for APCD in toto so as to achieve the prescribed standards on regular basis…………….
