File Note:  The PP was granted consent to establish of the Board vide no. CTE/Fresh/BTI/2020/12060634 dated 06.02.2020 valid upto 03.02.2021 and further extended upto 30.09.2023 for the development of residential colony namely “New Janta Colony, Rampura Phul” in an area of 6.28 acres with 75 no. residential plots of different sizes and 14 no. commercial plots in the revenue estate of Rampura Phul, Distt. Bathinda alongwith discharge of domestic effluent @ 75 KLD.  Now, the project promoter has applied for consent to operate for operation of a residential colony namely "New Janta Colony, Rampura Phul" in an area of 6.28 acres having 75 no. residential plots of different sizes and 14 no. commercial plots in the revenue estate of Rampura Phul, Distt. Bathinda.  The colony has deposited Rs. 54000/- vide online R. No. N356232796774514 Dated 22.12.2023 under the Water Act, 1974 and Rs. 54000/-vide online R. NO. N356232796776753 dated 22.12.2023 under the Air Act, 1981, which is adequate upto 15.11.2026 as per Board's order dated 29.10.2018.  The industry has submitted latest CA certificate dated 15.08.2023, stating value of fixed assets of Rs. 947.04 lakhs (including plant & machinery of Rs. 9.39 lakhs) as on 31.12.2023.  The project promoter has attached the payment made for the sewerage charges to MC Rampura Phul.  The project promoter has submitted that the project has been approved under the Regularization scheme of unauthorized colony of Punjab Govt. Hence, no CLU certificate is issued by Competent Authority. The CLU fee is already paid to the authority and fee receipt is attached. As per the said document PP has deposited Rs. 28.93 lakhs to the department of Local Govt., Regional Deputy Director, Bathinda.  The site of the residential colony was visited by undersigned on 12.02.2024 and it was observed as under : - 1. In the colony, 15 house has been constructed and 10 house are under construction. There is residence in the 15 no. of houses. No commercial plot are under construction. 2. The colony has provided STP of capacity 75 KLD to treat the domestic effluent from the residential houses. The domestic effluent of 15 residential houses is treated in the STP and a part of treated domestic effluent is being discharged to MC sewer and remaining to the parks in an area of 0.3 acres. During visit there is no discharge at the outlet of STP as such effluent sample could not be collected. 3. The colony has provided 3 no. compost pits each of size 3’ X 6’ X 2.5’ for the treatment of wet waste and dry waste of the colony is being lifted to MC Rampura Phul. 4. The colony has not installed any DG set. The project promoter is complying with the conditions of NOC granted to it. Keeping in view of above, it is recommended that Consent to operate may be granted to the project promoter for development of a residential colony namely “New Janta Colony, Rampura Phul” in an area of 6.28 acres with 15 no. residential house in the revenue estate of Rampura Phul to the project proponent for a period upto 30.09.2026, subject to suitable conditions and special condition that the project promoter will obtain varied consent to operate in case of addition in residential houses.
