It is submitted that the project proponent has submitted application through OCMMS for obtaining Consent to establish(NOC) for the setting up new cold store for the purpose of storage of Potatoes & Vegetable @ 4990 MT/year at VPO Bagli Khurd, Tehsil Samrala, Ludhiana under Green Category in Small Scale Sector. The project proponent has submitted the following documents:-
1. Location / Site plan.
2. Partnership deed
3. Copy of Registry and Jamabandi
4. Project report
5. DTP Certificate
6. As per DTP, Ludhiana Letter no. 205 DTP(L)/-M2A dated 22.01.2024 the site of the project falls in ਮਿਕਸ ਲੈਂਡ ਯੂਜ਼ ਅਲਾਂਗ ਰੋਡ ਫਰੰਟ ਜ਼ੋਨ ਵਿੱਚ ਪੈਂਦੀ ਹੈ, ਜਿਸ ਵਿੱਚ ਮਕਾਨ ਉਸਾਰੀ ਅਤੇ ਸ਼ਹਿਰੀ ਵਿਕਾਸ ਵਿਭਾਗ ਦੀ ਨੋਟੀਫਿਕੇਸ਼ਨ ਨੰ:PS/PSHUD 206, dated 12-11-2021 ਅਨੁਸਾਰ ਔਰੇਂਜ ਕੈਟਾਗਰੀ ਆਗਿਆਯੋਗ ਹੈ।
7. As per project report the total cost of the project is Rs.700 lacs. Accordingly, the PP has deposited Rs. 18500/- vide R.No. 629516769 dated 07.02.2024 (Rs. 18000/- as Consent to Establish fee + Rs. 500/- as application fee), which is adequate for next 20 months.
8. As per project proponent proposes to construct total 10 chambers out of which the capacity of 02 chambers will be 1495 MT each and the capacity of remaining 08 chambers will be 250 MT each.
9. The site of the industry was visited by the undersigned on 12.02.2024 and observed that only plot is there and surrounding of the plot is as under:-
South-East: Road, North-West: Pahi and thereafter Brick Kiln, North-east Field, West-South Field
In view of above, it is recommended that the Project Proponent may be granted ‘Consent to Establish (NOC) from pollution angle for one year subject to the suitable conditions.
