It is submitted that the industry was granted consents to operate vide no. CTOW/Renewal/FZL/2022/19529452 dated 26/08/2022 and vide no. CTOA/Renewal/FZL/2022/19296601 dated 26/08/2022 under the Water Act, 1974 and the Air Act, 1981, respectively for operation of rice sheller unit to manufacture Raw Rice with Dryer @ 2 TPH and Sorted Rice @ 2 TPH, valid upto 30/09/2027 each, under Orange category, subject to the conditions mentioned therein.
Thereafter, the industry has obtained consent to establish (NOC) vide no. CTE/Exp/FZL/2023/22400321 dated 30/06/2023, valid upto 28/06/2024 for expansion in machinery for establishment of steamed rice manufacturing plant in addition to the existing rice shelling unit for production of Steamed Rice / Raw Rice @ 2 TPH by adding 1 paddy dryer of capacity 32 T, 6 handies of 6 T each and one boiler of capacity 6 TPH, under Orange category, subject to certain conditions mentioned therein.
Now, the industry has applied for varied consents to operate under the Water Act, 1974 and the Air Act, 1981 for operation of rice sheller unit to produce Steamed Rice / Raw Rice (with 02 no. dryers and 6 handies) @ 2 TPH and Sorted Rice @ 2 TPH, under Orange category, with requisite documents and adequate consent fee under both Acts. The detail of the which is as under:-
The industry has already deposited Rs. 35,000/- vide UTR No. AXIR222093899986 dated 28.07.2022 as consent to operate fee under Water Act, 1974 & now deposited Rs. 18,000/- vide UTR/Ref. No. 000143487654 dated 11.01.2024 as consent to operate fee under Water Act, 1974 and already deposited Rs. 35,000/- vide UTR No. AXIR222093899986 dated 28.07.2022 as consent to operate fee under Air Act, 1981 & now deposited Rs. 18,000/- vide UTR/Ref. No. 000143487189 dated 11.01.2024 as consent to operate fee under Air Act, 1981, which is adequate upto 30/09/2028, against the fixed assets of Rs. 216.00 Lakhs as on 31.12.2023 as per CA certificate dated 10.01.2024 submitted by it.
The industry was visited by this office on 09.02.2024 and it was observed as under:-
1. The industry was in operation for the production of raw rice only and has not commissioned its unit for steamed rice production. The industry has installed 1 shelling section, 3 paddy dryers, 1 sortex machine.
2. The industry has provided shelling line for the production of steamed/ raw rice.
3. The industry has submitted revised feasibility wherein it has been mentioned that C-cyclone (Treema Type) has been provided as APCD with the Boiler of capacity 6 TPH alongwith dimensions and adequacy to arrest the emissions below the permissible limits. During the visit, it was observed that the industry has provided c-cyclone as APCD with boiler of capacity 6 TPH as per revised feasibility.
4. The industry has installed separate cyclones as APCDs with one paddy pre-cleaner section and shelling sections. All the APCDs were found in operational condition.
5. The industry has provided stacks of adequate height with APCDs attached with boiler, shelling section, paddy pre cleaner with adequate sample collection facilities.
6. The industry has provided brick paving at movement area of vehicles, within its premises.
7. The industry has provided the pipeline for carrying rice husk from discharge point to boiler feeding point and mechanical feeder has been provided with the furnace to feed rice husk as fuel in the furnace. The industry has provided room type enclosure with roof of for storage of rice husk in compliance to amended code of practice prescribed by the Govt. vide order dt. 15.10.2013.
8. The industry has provided the septic tank for treatment of domestic effluent of office building with provision of discharge of effluent onto land for plantation.
9. The industry has provided the room type enclosure for temporary storage of fuel ash near the boiler section with arrangement of sprinkling of water on fuel ash to avoid its blowing during transportation. The industry is disposing off its fuel ash in the low-lying areas/to the farmers for its use as manure.
From above, it is clear that the industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dated 15.10.2013.
Thus, the industry is complying with the code of practice notified by the Govt. of Punjab, Department of Science, Technology & Environment vide notification no 10/48/2004-STE-(4) / 932 dated. 15/10/2013. The competency for grant of consents such units lies with the Environmental Engineer of the concerned Regional Office.
Keeping in view of above mentioned facts, it is, therefore, recommended that consent to operate granted under the Water Act, 1974 and the Air Act, 1981 may be granted to the industry for a period upto 30/09/2028 for operation of rice sheller unit to produce Steamed Rice / Raw Rice (with 02 no. dryers) @ 2 TPH and Sorted Rice @ 2 TPH, under orange category, subject to the suitable conditions and a specific condition that the industry will get its emissions analyzed from Board's lab, within one month.
