The project proponent has applied for ‘Consent to Establish (NOC) from Pollution Angle under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 under red category and small scale alongwith requisite documents for the establishment of new Industrial unit for nut manufacturing.
The project proponent has submitted project report with total cost of Rs. 479.18 Lacs and has deposited Rs. 14400/- as NOC Fee on account of NOC fee which is adequate for one year. The industry has submitted certificate issued by STP, Ludhiana vide no. 3380 dated 21.08.2018 which states that the site of the industry falls in industrial land use zone as Master Plan, 2007-31.
On perusal of the project report submitted by the industry, the project proponent has submitted following proposals :-
1. The project proponent has proposed to installed water polluting process.
2. The industry has propose to installed one no. automatic zinc plant.
3. The Electroplating effluents generated during the manufacturing process will be lifted and treated by the operator J.B.R. Technologies Ltd. for which agreements have been made by the industry with the CETP operator. The industry has also proposed to install Scrubber with Zinc Plant to control Air Pollution also
4. The industry has proposed to install 5 no. nut forming machine, EDM machines, tapping and thread machine in the rest of its premises.
5. The project proponent has also proposed to install two D.G sets of capacity 125 KVA & 82.5 KVA with canopy and adequate stack height.
6. Trade effluent to be generated and will be lifted to CETP Operator and domestic effluent shall be discharged onto land for plantation after septic tank.
Accordingly, the site of the project was visited by the AEE of this office on 13.02.2024 and it was observed that :-
1. The project proponent has provided the boundary wall.
2. The construction of the shed has also been completed.
3. The machinery is arriving at site. The operation have not been started yet.
Applicability of 1st schedule of Factory Act, 1948 & EIA notification dated 14.09.2006 :-
• The industry does not attract the provisions of EIA notification dated 14.09.2006, as such, the industry is not required to obtain environmental clearance under the EIA notification dated 14.09.2006.
• The Govt. of Punjab, Department of Labour (Directorate of Factories Wing) vide Endst. No. 7346-59 dated 27.08.2013 has decided that the factories located/ to be set up in the designated/approved areas such as Industrial Area/ Industrial Estate/ Industrial Focal Point/ Approved Industrial Park/ Industrial Zone of the Master Plan/ Draft Master Plan are exempted for clearance of site from SCA-cum-SAC.
Keeping in view of above, it is recommended that :-
A The project proponent may be granted Consent to establish (NOC) under the provisions of the Water Act, 1974 & the Air Act, 1981 may be granted for one year with appropriate conditions, please.
