• The project proponent has applied for obtaining consent to establish/NOC for the establishment of residential colony for 119 residential plots & 24 commercial shops in an area of 63706.5 sq. yards at Abohar Fazilka Road, Fazilka………….
• CLU obtained by the PP from the Local Govt Punjab vide memo no. PB/CLU/FKA/FAZIL/2305 dated 24.08.2022, wherein it has been mentioned that the site falls in the residential area as per the Master Plan, Fazilka (2007-21)……….
• Licence to develop a colony obtained by the Additional Deputy Commissioner (G), Fazilka vide licence no. 1606 dated 03.10.2023. Also, the copy of approved building plan from EO, MC, Fazilka submitted by the PP………...
• The PP has submitted feasibility report and as per the report the total waste water generation is about 195 KLD after considering 15 no. residents in a single home. STP of capacity 195 KLD proposed. Disposal of treated effluent onto green parks/road side green area, for flushing purposes by providing dual plumbing line and to be discharged into MC sewer for which permission obtained from EO, MC, Fazilka vide letter dated 02.02.2024………..
• The visiting officer has reported that the construction of boundary wall was in progress and no rice sheller/BKO/HMP is located within 500-meter radius, MAH within 250-meter radius and air polluting industry within 100-meter radius of the proposed colony. The total built up area of the proposed colony is less then 1,50,000 sq mtr………..
• In view of above, if approved, consent to establish NOC) be granted to the project proponent under the Water Act, 1974 & Air Act, 1981 for development of 119 residential plots & 24 no. commercial shops in an area of 63706.5 sq. yards at Abohar Fazilka Road, Fazilka, subject to the following special conditions that:-
1. The Consent to Establish (NOC) is being granted for the development of the commercial colony in an area of 63706.5 sq. yards at Abohar Fazilka Road, Fazilka and in case any of the documents submitted by the project proponent are found incorrect/forged, the consent to establish granted to the project would be deemed to have been cancelled and the Board would not be responsible for the cost incurred by the project proponent in the matter……….
2. The project proponent will install the STP of adequate capacity simultaneously with the development of the colony………..
3. The project proponent will be bound to obtain environmental clearance as required under the provisions of the EIA notification dated 14.09.2006, if applicable………..
4. The project proponent will not use any fresh water in the green area/ plantation developed inside the project premises and will make adequate arrangements to reuse the treated effluent for flushing purposes and / or for watering of green areas in the project premises and only the excess effluent will be discharged into MC sewer…………
5. The project proponent will ensure that the municipal solid waste generated from its colony is handled in an environmentally sound manner and the Bio degradable solid waste shall be managed through in-house treatment, in compliance to the Solid Waste Management Rules, 2016………..
6. The project proponent shall also develop the vermicomposting/composting to manage the biodegradable solid waste and shall not throw, burn or bury any solid wastes in open, outside premises or in drain / water bodies……….
7. The project proponent shall perform / promote its Corporate Environment Responsibility (CER) activities as well as use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic………..
8. The industry shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises…………..
9. This consent to establish is issued from pollution angle and the project proponent shall obtain the statutory clearances / permissions from the other concerned departments, as required…………….
