The industry was granted consent to establish under Water Act, 1974 and Air Act, 1981 vide no. CTE/Fresh/MNS/2022/20006399 dated 26.10.2022 valid upto 25.10.2023 for establishing mix board mill with production capacity @ Card Board/Mix Board @ 8 MTD by using raw material as Primary ETP Sludge of Pulp & Paper Mill @ 5 MTD Paddy Straw @ 3.25 MTD Gunny Bags/Cow Dung @ 3.25 MTDsubject to the suitable conditions and special conditions : -
1. This Consent to Establish (NOC) is granted for establishment of the unit in 05 Kanals land area bearing khasra no. 204//24/2 (1-9) & 25 (3-11) in the revenue estate of Village Ubha, Tehsil Joga, Distt. Mansa for manufacturing of Card Board/ Mix Board unit.
2. The industry shall comply with Standard Operating Procedures framed by CPCB for utilization of primary ETP sludge of pulp & paper mill (category 32.3 of schedule-I) of HOWM Rules, 2016. 3. The industry shall ensure the compliance of zoning regulations of the Master Plan to be notified by the Department of Town & Country Planning, Punjab.
4. The industry shall not procure/process hazardous waste category no. 32.3 of schedule-I without obtaining authorization as well as passbook under the HOWM Rules, 2016.
5. This 'Consent to Establish' (NOC) is issued from pollution angle and the industry shall obtain the statutory clearances/permissions from the other concerned departments, as required. Now, the industry has applied for fresh consents to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS for operation of card board mill for the production card board @ 8 MTD under the Red category as per the prevailing policy.
The industry has deposited fees under Air Act, 1981 and Water Act, 1974 @ Rs. 36000/- vide 467446663 & 146619715 dated 18.12.2023 which is adequate upto 30.09.2028 against the fixed assets of Rs. 96.97 lacs as per CA certificate dated 12.12.2023.
The industry has attached compliance of NOC conditions, site plan, manufacturing process, completion certificate and emergency response plan.
The industry was visited by officer of this office on 13.02.2024 and was found as under: -
i. The industry was not in operation during visit.
ii. The industry has made arrangement for recirculation of waste water generated from the process and to reuse the same back into process after collecting it in collection tank. The industry has also provided sludge drying beds for drying used sludge.
iii. The industry has constructed septic tank for the treatment of domestic effluent with provision to discharge treated effluent onto land for plantation for newly developed plantation inside the premises along the boundary wall.
iv. The industry has made proper arrangement for storage of paper mill sludge and has constructed shed of dimensions 30 ft X 20 ft with brick cement mortar flooring.
v. The industry has provided boundary wall all along the premises.
vi. There is no source of air pollution in the industry.
vii. The industry has made plantation by planting new saplings along the boundary wall.
The industry is complying with the conditions of consent to establish under the provisions of Water Act, 1974 and Air Act, 1981 granted to it. The industry is also now complying with guidelines of SoP for use of paper mill sludge.
Recommendations:
It is recommended that fresh consent to operate under the provisions of the Water Act, 1974 and Air Act, 1981 may be granted to the industry for six months with special conditions that:
1. The industry shall not procure and process any waste as prescribed in Schedule-I appended to the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 till it gets the certificate of registration / passbook as recycler /re-processor from the Board.
2. This consent to operate is valid only to facilitate the industry to obtain registration/passbook as recycler /re-processor from the Board as required under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016, which shall be obtained during the validity period of this consent.
3. The consent to operate is not valid for procurement and processing of the hazardous waste of category 32.3 as specified in schedule-I of the Hazardous & Other Wastes (Management and Transboundary Movement), Rules, 2016.
4. The industry shall apply for consent to operate as required under the provisions of Water Act, 1974 & Air Act, 1981 afresh after obtaining certificate of registration / passbook as recycler /re-processor from the Board.
5. The industry shall comply with the standard operating procedures framed by CPCB for utilization of process & primary sludge of ETP of pulp & paper industry.
