File Note: It is submitted that the industry was granted consent to establish/NOC from the Board under the Water Act, 1974 and the Air Act, 1981 vide no. CTE/Fresh/MLK/2023/21851487 dated 08/06/2023 valid upto 07/06/2024 for manufacturing of Sorted Raw Rice with Dryer @ 3.0 TPH by processing of Paddy @ 4.5 TPH, as raw material under orange category with usual conditions. Now, the industry has applied for obtaining fresh consents under the Water Act, 1974 and under the Air Act, 1981 for manufacturing of Sorted Raw Rice with Dryer @ 3.0 TPH by processing of Paddy @ 4.5 TPH, as raw material. The rice sheller has deposited Rs. 1,72,200/- (Rs. 86,100/- consent fee under the Water Act, 1974 and Rs. 86,100/- under the Air Act, 1981) vide R. No. SBIN324019326015 dated 19/01/2024. The industry has submitted the CA certificated for the value of fixed assets Rs. 184.36 Lacs as on 17.01.2024 as per CA certificate dated 18.01.2024. The fee deposited by the industry is adequate upto 30.09.2033 under the Water Act, 1974 and the Air Act, 1981. The industry has submitted completion certificate regarding APCDs installed with shelling section and dryer section by the industry. The industry has also submitted compliance report of previous consent conditions earlier granted to it for setting up a rice sheller unit. The rice sheller has submitted approved building plan duly approved by Competent Person Recognized by Director of Factories, Punjab. To verify the compliance of consent conditions earlier granted to the rice sheller & the code of practice, the rice sheller was visited by undersigned on 06/02/2024 and it was observed as under : - 1. The industry was in operation. 2. The industry has covered all the processing sheds. 3. The industry has provided separate cyclone separator as APCD with shelling section as well as dryer section with adequate stack height to control the process emissions. All the dust emitting points are hooded and connected to the cyclone separators. 4. The industry has provided brick wall of 10 feet height in front of the discharge point of rice husk area and the length of aforesaid brick wall is 35' on each side of the rice husk discharge point. The industry has provided jali of height 5 ft above this wall. 5. The industry has no source of trade effluent generation. 6. The industry has already provided septic tank for treatment of domestic effluent generated from toilets / washrooms. It has also made plantation along boundary wall to utilize treated domestic effluent after septic tank. 7. The rice sheller has got removed the earlier 11 KVA line from its premises. 8. The industry has stabilized the movement area of vehicles from gate to husk area and rice room to prevent the generation of dust emissions. From the above, it is clear that the industry is found complying with the conditions during grant of NOC. No complaint is pending against the industry. In view of above, it is recommended that consent to operate granted under the Water Act, 1974 & the Air Act, 1981 may both be granted upto 30/09/2029 for manufacturing of Sorted Raw Rice with Dryer @ 3.0 TPH by processing of Paddy @ 4.5 TPH, as raw material under orange category, subject to certain conditions to be mentioned therein and with special condition that the industry will got analyzed its stack emission samples from Board's lab in coming season.
