Earlier, the industry was granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/ASR/2020/12935454 dated 30/07/2020 up to 30/09/2025.
And
Under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/ASR/2020/12935501 dated 30/07/2020 up to 30/09/2025 for production of SIZED YARN @0.5Metric Tonnes/Day with usual conditions.
Thereafter the the industry has granted NOC for expansion under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Exp/ASR/2021/17245159 dated 18/11/2021, valid upto 17/11/2022 extended upto 23/11/2023 for production of Existing : Sized Yarn @0.5Metric Tonnes/Day Proposed : Dyed & Finished cloth @1.0Metric Tonnes/Day using Existing : Unsized yarn @0.5Metric Tonnes/Day Proposed : Undyed & unfinished cloth @1.0Metric Tonnes/Day Proposed : Dyes & Chemicals @10Kgs/day as raw material
Now, the industry has applied for varied consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 for production of SIZED YARN @ 0.5 MTD and DYED & FINISHED CLOTH @ 1.0 MTD by using UNSIZED YARN @ 0.5 MTD, UNDYED & UNFINISHED CLOTH @ 1.0 MTD and DYES & CHEMICALS 10 Kgs/Day as raw material.
Detail of the case are as under: -
1. The industry has submitted CA Certificate dated 27.01.2024 which it is gross value of fixed assets of Rs. 90.11 Lakh as on 27/01/2024. Accordingly, it has deposited Rs. 36000/- vide UTR No. N020242843852004 dated 20.01.2024 as consent fee under Water Act, 1974, Rs. 36000/- vide UTR No. N020242843860702 dated 20.01.2024 as consent fee under Air Act, 1981, Rs. 500/- vide UTR No. N020242843857037 dated 20.01.2024 as application form fee, Rs. 3600/- vide UTR No. N020242843847683 dated 20.01.2024, which it is adequate upto 23/11/2028 under both acts.
2. The industry has submitted manufacturing process which it is reproduced as under: -
Undyed & unfinished fabric – Brushing – Dyeing – Drying – Dyed & Finished Fabric
3. The industry has submitted lease deed, proprietorship affidavit and compliance report of previous NOC granted.
4. The industry submitted design drawing of its ETP and showing component as under: -
Equalization Tank – Chemical Dozing – Primary Clarifier – Aeration Tank – Secondary Clarifier - Sludge Drying Beds – Filter – Outlet to the plantation.
5. The industry has submitted undertaking dated 12.02.2024, which its mentioning that:-
a. The waste water flow is 24 KLD & we have installed ETP of capacity 50 KLD in our unit.
b. That we have installed boiler of capacity 3 TPH in the year 2012, for which the previous consent to operate under Air Act 1981 has already been granted to us. We shall be using the same boiler for new machinery in our expanded unit.
6. The industry has already submitted area clarification report issued from DTP, Amritsar vide letter no. 343 dated 06.12.2013 vide which DTP has mentioned that the site of the industry falls under industrial area as per Master Plan 2010-31 of Amritsar.
7. The industry has submitted building plan prepared by architect approved under Factory Act, 1948.
To process the application of the industry and verify latest status the industry was visited by undersigned on 14.02.2024 it observed as under:-
1. The industry was not in operation at the time of visit.
2. The industry has installed 08 no. Jigger machine, 02 no. roller machines in its premises for process of dyeing of yarn and clothes. The industry has also installed yarn winding and wrapping machines.
3. The industry has installed ETP to treat its wastewater and same is yet to be operational as the plant and machinery of the industry has not yet operational.
4. The industry has provided plantation area in 3050 sq. yards and popular trees have being developed by the industry and also fresh sapling of eucalyptus tree were provided with karnal technology.
5. The industry has installed one no. boiler of capacity @ 3 TPH which was provided with dust collector as APCD with the adequate stack. Wood was laying in the premises to be used as fuel in the boiler.
The industry falls in red category in small scale sector and competency to decide the case lies with Senior Environmental Engineer of the Board.
Keeping in view of above, it is recommended that varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.06.2028 for for production of SIZED YARN @ 0.5 MTD and DYED & FINISHED CLOTH @ 1.0 MTD by using UNSIZED YARN @ 0.5 MTD, UNDYED & UNFINISHED CLOTH @ 1.0 MTD and DYES & CHEMICALS 10 Kgs/Day as raw material with usual terms and condition and special condition that the industry shall analyzed its air and effluent sample from Board/approved lab within 01 month of the issuance of the consent.
