File Note: It is submitted that the project proponent is a small scale Hotel having 02 no. Banquet Halls of capacity 70 persons and 30 persons respectively, 01 no. Restaurant and 41 no. rooms. The hotel has applied for fresh consent to operate under the Water Act, 1974 & the Air Act, 1981 without obtaining consent to establish/NOC of the Board. The hotel falls within the MC limits of Barnala. The hotel has deposited consent fee of Rs. 59,500/- vide UTR no. POD001388968 dated 30.10.2023 under the the Water Act, 1974 and Rs. 59,500/- vide UTR no. POD001389916 dated 30.10.2023, Rs. 5600/- vide R.No. POD001388698 dated 30.10.2023, Rs. 2800/- vide R.No. POD001388482 dated 30.10.2023, Rs. 2800/- vide R. No. POD001387630 dated 30.10.2023 and Rs. 500/- vide R.No. POD001387971 dated 30.10.2023 under the Air Act, 1981, which is adequate upto 31/05/2026 (after deducting penalty fee) against the value of fixed assets i.e. Rs. 263.94 Lacs as on 31.03.2023 as per CA Certificate. The hotel has submitted electricity bill as the proof of date of commissioning, wherein it has been mentioned that date of connection is 30.11.2022. Thus, the date of commissioning is also 30.11.2022. The hotel has submitted partnership deed executed on 13.03.2020 as per which there are 03 no. partners namely Sh. Harjit Singh Boparai S/o Sh Gurdev Singh (33.33%), Sh. Avninder Mangat S/o Sh Pritam Singh Major (33.34%) and Sh. Hardip Singh Randhawa S/o S. Gurbachan Singh Major (33.33%) running the hotel. The hotel has submitted building plan digitally signed by Sh. Mohit Sharma, Executive Officer. The hotel has submitted that it is using ground water @ 15 KLD for domestic use and generates 12 KLD of domestic wastewater, which is being treated through STP consisting of bar screen  collection tank  primary clarifier  aeration tank  activated sludge process (an operation tank followed by a secondary clarifier)  multimedia pressure depth filters both Sand and carbon  sludge drying beds. The treated wastewater is also used in flushing and rest treated water used in plantation. The project proponent has also taken the land in an area of around 650 sqr. gajj for the disposal of treated effluent. The hotel has also submitted completion certificate regarding STP. The hotel has got analyzed its effluent samples on 17.04.2023 by Board's lab carried out from outlet of STP. The results are within the permissible limits. The hotel has submitted that kitchen waste @ 7 kgs/day is being lifted through MC, Barnala. The hotel has installed 2 no. D.G set of capacity 60 KVA and 70 KVA which are equipped of canopies and stacks of adequate height. To verify the facts, the site of hotel was visited by AEE of this office on 07/02/2024 and it was observed as under:- 1. The site of the hotel is located in the revenue area of Tehsil Road, Near Handiaya Bye Pass, Barnala. The site of hotel falls in the MC limits of Barnala. 2. The hotel has constructed 2 no. Banquet Halls (Capacity 70 Persons and 30 persons), 01 no. Restaurant and 41 no. rooms. 3. The hotel has installed the STP comprising of components having bar screen  collection tank  primary clarifier  aeration tank  activated sludge process (an operation tank followed by a secondary clarifier)  multimedia pressure depth filters both Sand and carbon  sludge drying beds. 4. The STP was found in operation during visit and treated effluent was being reused in flushing. The hotel has provided the arrangement for reusing the treated effluent onto land for plantation as well. The hotel has made the arrangements for using 3.6 KLD treated effluent in flushing and remaining 8.4 KLD discharge onto land for plantation. The hotel has provided the adequate plantation for disposal of 8.4 KLD of treated effluent. 5. The hotel is got lifted its generated solid waste to Municipal Council, Barnala. 6. The hotel has installed 02 no. D.G. set of capacity 60 KVA and 70 KVA with canopy and stack height. Keeping in view of above, it is, therefore, recommended that the hotel may be granted fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 upto 31/05/2026 (upto adequacy of fee) with usual conditions and special condition that the hotel will continuously will comply with the guidelines issued by the Board regarding environmental compliance in hotel/motel/marriage palaces etc. and will make the record of treated water reused in flushing and onto land for plantation.
