RO has reported that the project proponent has applied for obtaining consent to establish (NOC) under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974 for establishment of Hotel-cum-Restaurant comprising of Hotel Rooms @ 16 nos., Indoor Restaurant @ 01 No., Roof Top Restaurant @ 01 No. & Outdoor Restaurant & Lawn @ 01 No. and waste water generation @ 16.5, the discharge of the same will be onto land for horticulture/floriculture (green area) after treatment through proposed STP of capacity 20 KLD. The project proponent has submitted the proposal to construct the above-mentioned project on Plot No. 1, 2, 3 & 4. In which it has proposed to construct restaurant block in plot no. 2 and hotel block in plot no. 4 rest 02 plots are reserved from parking and lawn area. The project proponent has submitted copy of letter bearing no. ADA/PUDA/CA/ASR/2022/12051 dated 09/08/2022 for Plot No. 1, Letter no. ADA/SDE(B&E)/ASR/2023/27679 dated 10/08/2023 for Plot No. 2, Letter no. ADA/SDE(B&E)/ASR/2023/22585 dated 24/05/2023 for Plot No. 3&4 for commercial use as well as Approval of Building Plan. The project proponent has submitted a copy of Approved Building Plan issued by Sub-Divisional Engineer(B&R), PUDA, Amritsar vide no. 27679 dated 10/08/2023. The project proponent has submitted a copy of site plan. The project proponent has submitted copy of registered deeds of 04 plots. The project proponent has also submitted affidavit / self-declaration of proprietorship. As per the Project Report submitted by the project proponent the applicable fee has been submitted in this office. The project proponent has also submitted feasibility report for the installation of STP of capacity 20 KLD. The site of the proposed project was visited by officer of this office on 14/02/2024 and observed as under:- 1. That the site lies on the left side of Amritsar–Airport Road. 2. The distance from the main road to the site was approx. 250-300 meters. 3. During the visit, the project proponent told that they are going to install STP of capacity 20 KLD and the discharge of the same will be onto land for horticulture/floriculture (green area). It is further intimated that the project proponent is complying with the provisions of the consent to establish (NOC) under Water Act, 1974 and Air Act, 1981. The proposed process of the project proponent falls in Orange category in small-scale sector and competency to decide the case lies with The Senior Environmental Engineer of the Board.
RO has recommended that consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted to the project proponent for the period of one year with suitable terms & conditions along with special condition that the project proponent will install the proposed STP to treat its domestic effluent before commissioning of the project.
Keeping in view of above it is recommended that the consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted to the project proponent for the period of one year with suitable terms & conditions along with special condition that the project proponent will install the proposed STP to treat its domestic effluent before commissioning of the project and shall commission on the same khasra nos. for which the plan has been approved by ADA.
