File Note: It is submitted that the industry has applied for obtaining Consent to Establish (NOC) under the Water (Prevention & control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Tablets, Capsules and Cosmetic items with requisite documents and fee. NOC fee The industry has deposited Rs. 11,300/- vide R. No. 62886964 dated 01.02.2024 including application form fee. The NOC fee deposited by the industry is adequate for one year, against the proposed cost of the project of Rs. Rs. 391.20 Lacs. Suitability of site The industry has submitted land classification certificate issued by DTP SAS Nagar vide no. 1669 dated 17.10.2023, as per which the site falls under Industry Zone as per Master Plan, Lalru. Further, during site visit it was observed that there is no residential area, village phirni/lallakir within the 100 mtr boundary wall of the project. The industry has submitted lease deed executed on 14.09.2023 between Sh. Bhanu Vadhva s/o Sh. Harish Kumar and M/s Maxnova Healthcare Pvt. Ltd., Village Humayupur, Derabassi, Distt. SAS NAGAR valid for 10 years. Visit The site of the industry was visited by AEE of this office on 19.02.2024 and during visit, it was observed that: 1. The site is located in village Humayupur and there is existing old structure at site. However, the representative informed that new shed will be provided. 2. The industry shall be engaged in manufacturing of Tablets, Capsules, Syrup and Cosmetic items. The industry has submitted manufacturing process which is reproduced as under: Process Flow Chart For Tablets Manufacturing: Dispensing of all raw materials—Mixing & Granule formation—drying of Granules—Granules broken down into small Particles—Final Drying—Lubrication—Tablet Punching—Coating—in Process Check—Packing start—FG—Sample Pass—Material Dispatch. Process Flow Chart For Capsule Manufacturing: Dispensing of all raw materials—Drying—Blending—Capsule Filling—In Process—Packing start-- FG Testing--Sample Pass Check-- Material Dispatch Process Flow Chart For Syrup Manufacturing: Take Purified water--Add required qty. of sugar--Addition of Excipients--Addition of ActiveIngredients-- Dissolve color and flavor-- Stir well—In Process Check-- Packing start-- FG Testing-- Sample Pass-- Material Dispatch. Process Flow Chart For Cosmetic Manufacturing: Dispensing of all raw materials-- mixing of material according to product nature-- Cooling at room temp.-- In Process Check-- Packing Start-- Heating/Mixing-- FG Testing-- Sample Pass-- Material Dispatch 3. As per the application form, about 0.25 KLD of effluent will be generated form process and floor washing, which will be evaporated in electrical evaporator. 4. The Domestic effluent generation shall be 1.6 KLD will be treated in onto land for plantation after passing through septic tank. 5. The representative has submitted that the machinery to be installed in the mixing section will be provided with inbuilt bag filter house as APCD for control of dust emissions. 6. The industry has proposed to install one no. DG set of 66 KVA with canopy and adequate stack height. Keeping in view of the above, it is recommended that Consent to Establish (NOC) under the Water (Prevention & control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year subject to suitable conditions and additional conditions that: 1. The industry shall apply for obtaining consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 before commissioning of its unit. 2. The industry shall obtain change of land use for the concerned authority, if need be. 3. The industry shall not start any other process within its unit which may change its category from Orange to Red, without the prior permission of the Board. 4. The project proponent shall submit approved building plan from the competent authority alongwith the applications for consent to operate. 5. The industry shall comply with the various by-laws of Master Plan, Derabassi. 6. The industry shall obtain permissions from other concern departments, if need be. 7. The industry shall not discharge the effluent into any drain/choe/nallah, in any case. 8. The industry shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances. 9. The industry shall ensure that the activity of unit does not create any nuisance in the surrounding areas and no public complaints are received. 10. The NOC is being issued to the project proponent based upon the documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing. 11. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent.
