It is submitted that the project is large scale red category a commercial shopping mall with car washing facility……………………..
The project proponent was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH4/2019/9663740 dated 06/05/2019, upto 31/03/2024 for Commercial Shopping Mall with Car Washing Facility and for discharge of domestic effluent @ 100 KLD into sewer after the treatment of STP with certain conditions. Consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 was granted vide no. CTOA/Renewal/LDH4/2019/9665493 dated 06/05/2019, upto 31/03/2024 for 04 DG sets of capacities (1x380 KVA & 03x1500 KVA) these are equipped with canopy with acoustic enclosure…………………….
Earlier, the site of the commercial shopping mall was visited by the officer of the Board was on 03.05.2022. During the visit, effluent sample was collected from the outlet and inlet of the STP installed by the Mall and as per analysis result obtained from the outlet of STP the concentration of various parameters at the outlet of STP are pH =7.5, TSS=47 mg/l, TDS=691 mg/l, COD=137 mg/l, BOD=35 mg/l and Oil & Grease=6.6 mg/l. The concentration of BOD parameter (35 mg/l) is marginally beyond the stringent parameter i.e 30 mg/l and within prescribed limit as per the general standard for discharge of environmental pollutants. Accordingly, the competent authority of the Board has decided to issue advisory for operating STP properly and efficiently so as to achieve the prescribed standards of the Board at all the times vide Board letter no. 112 dated 13.01.2023……………………………
Now, the project proponent has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS on 06.02.2024………………..
The project proponent has submitted requisite documents and adequate consent fee upto 31.03.2029 as verified by the Regional Office……………………..
The site of the commercial shopping mall was visited by the officer of the Board on 08.02.2024 and it was observed as under:- ………………..
1. The project is large scale red category a commercial shopping mall with car washing facility. ………………..
2. The project proponent has installed STP for treatment of effluent generated in the premises. The effluent generated from car washing section is also received in collection tank of STP after pre treatment in grit removal tank. The treated effluent is being discharged into sewer………………...
3. The project proponent has installed water meter at final outlet of STP and energy meter for STP & submersible pump.………………..
4. The industry is maintaining record of STP operation w.r.t. water meter & energy meter readings. The record was found in order. The detail of last six months are attached pdf file. Average discharge is 34 KLD during six months. The representative informed that the discharge as per footfall and same is found within the consented capacity.………………..
5. The project proponent has installed 04 DG sets of capacities (1x380 KVA & 03x1500 KVA) these are equipped with canopy with acoustic enclosure.………………..
6. The project proponent has installed de-composting machine for treatment of compostable solid waste. The compost is use as manure for irrigation/plantation inside the premises. The remaining inert solid waste is being lifted by the authorized agency i.e. M/s A2Z Waste Management (Ludhiana) Ltd, Ludhiana for lifting of municipal solid waste on daily basis.
7. There is no change in floor area and project proponent is complying with the provisions of Water Act, 1974 & Air Act, 1981………………...
As proposed by Regional Office, May if approved, consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention and Control of Pollution) Act, 1981 may be granted upto 31.03.2029, please.
