File Note: Sir kindly peruse the note of RO as well as AEE(PBIP). If approved, action as proposed by AEE (PBIP) regarding issuance of Consent to Operate under the Water Act,1974 for production of Pasteurized Milk @ 3600 Kgs/day, Butter @ 2200 Kgs/day, Ghee @ 300 Kgs/day and SMP @ 5400 Kgs/day by using Milk @ 300000 Liter/day as raw material upto 31.03.2028 subject to the following conditions be taken, please: 1) This consent to operate has been granted for manufacturing of Pasteurized Milk @ 3600 Kgs/day Butter @ 2200 Kgs/day Ghee @ 300 Kgs/day SMP @ 5400 Kgs/day by processing milk to the tune of 300000 Liter/day or 300 KLD, only. 2) The industry shall provide separate EMF on the line carrying untreated effluent on all effluent generating streams of process section and the inlet & outlet of ETP by 15.03.2024, for co-relation of the effluent generated from this section viz-a-viz per unit production in this unit. 3) The industry shall properly operate its effluent treatment plant by maintaining operational parameters such as concentration of MLSS / MLVSS, Alkalinity, concentration of nitrogen, F/M ratio, DO, pH and BOD: N:P ratio in the aeration tank and the value of all parameters should be depicted on the display board to be installed in the vicinity of the ETP by 31.03.2024. 4) The industry shall install ultra-filtration system in conjugation to the ETP provided by 30.04.2024 and the treated effluent shall be max. utilized for non-core activities like boiler feed, floor washing etc. within plant. 5) The industry shall install OCEMS at the outlet of ETP by 30.04.2024 and shall implement the guidelines/ SOP framed by the Board for operation & monitoring of OCEMS, within 07 days afterwards. Also, the OCEMS shall be connected to the server of PPCB immediately after installation. 6) The industry shall provide piezowell(s) in the upstream and downstream direction of the ground water strata within its premises and in its respective plantation pockets by 30.04.2024, so that effective monitoring of ground water could be carried out by the Board, within one month and submit compliance to the Board within 07 days, thereafter. 7) The industry shall provide additional plantation area in atleast 2 Acres land either on lease or ownership basis and develop plantation area as per Karnal Technology for utilization of its treated effluent therein, before the upcoming monsoon season. 8) The industry shall regularly operate & maintain its effluent treatment plant (ETP) and the treated effluent shall be discharged onto land for plantation / irrigation conforming to the effluent standards prescribed by the Board for such discharges. Further, the industry shall always maintain a proper record regarding the operation of effluent treatment plant (ETP) and make it available to the officer of the Board during the conduct of visit, without fail. 9) The industry shall not discharge any trade & domestic effluent (treated or untreated) into choe / drain /river or in inland surface water at any time or any other unauthorized place by any unauthorized means and shall reuse the treated effluent in the in the non-core activities/ utilities and only access for plantation area, in accordance with the water balance submitted by it. Further, the industry shall stick to the water balance submitted by it. 10) The industry shall ensure that the plantation area is in good condition at all times and ensure regular operation of the pipeline network for uniform distribution of wastewater in the entire plantation area, so that no stagnation of wastewater occurs inside, outside or in the plantation area at any time. 11) The industry shall get the samples of ground water analysed by Board’s laboratory through the piezometer wells to be installed by it, and shall carry out the monitoring of quality of underground water as per procedure laid by CPCB /PPCB, to have firsthand information regarding present status of quality of underground water. 12) The industry shall obtain permission from PWRDA for abstraction of ground water within three months and shall comply with the guidelines issued by PWRDA from time to time. 13) The industry will comply with zoning regulations of HUD/ Department of Town & Country Planning/ Local Government and shall bound to comply with the bye-laws of the Master Plan already prepared/ to be prepared by the Department of Town and Country Planning, Punjab. 14) The industry shall make use of alternatives of single use plastics (SUP) within its premises and will not use any SUP items banned in accordance with MoEF&CC notification no. G.S.R. 571(E) dated 12.08.2021. 15) The industry shall ensure that the activities of unit does not create any nuisance in the surrounding areas and no public complaints are received. In case, any complaint is received against the unit, the Board shall be at liberty to revoke/ cancel this consent without giving any opportunity of hearing to the industry. 16) The consent to operate is being issued to the industry based upon the documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing. 17) In case the industry fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent. A copy of the aforesaid CTO be endorsed to the Environmental Engineer, Regional Office, Patiala with a request to ensure that the compliance of special conditions especially 2 to 7 is made by the industry in true letter & spirit. He is also requested to carry out the effluent monitoring within one month upon operation of the unit and submit report to Competent Authority.
