File Note: It is submitted that the unit was granted fresh ‘Consent to Establish’ under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/SAS/2023/23824869 dated 18/10/2023, which had expired on 14/10/2024, for establishment of a hot mix plant for manufacturing of Premix @ 720 Metric Tonnes/Day, subject to certain conditions mentioned therein. Now, the industry has applied for fresh ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, along with requisite document. The industry has deposited Rs. 54500/- vide UTR. no. 35143409001DC dated 30.01.2024 under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 54000/- vide UTR R. no. 35143352311DC dated 30.01.2024 under the Air (Prevention & Control of Pollution) Act, 1981, which is adequate upto 30.09.2028 for both the Acts against the fixed assets of Rs. 2.75 cr. on 29.01.2024. Visit: Accordingly, the industry was visited by AEE of this office on 09.02.2024 and during visit, it was observed as under: 1. The industry has installed one no. batch mix type hot mix plant and one no. rotary type hot mix plant in its premises. 2. The industry has not yet commissioned the hot mix plant at the site. 3. The industry has provided wet scrubber followed by bag filter house as APCD and a stack of adequate height for discharge of emissions with the batch mix type HMP. Recirculation system has been provided to re-circulate the scrubbing water. 4. The industry has provided wet scrubber as APCD and a stack of adequate height for discharge of emissions with the rotary type HMP. The industry has provided 04 no. bitumen heaters in its premises and the representative of the industry informed that about 40-50 ltr/day of HSD is used in each burners and these are equipped with stacks of adequate heights. 6. The unit has 02 no. centralized control panel for presetting/controlling/synchronizing plant operations of both the plants. 7. The industry has installed 03 no. DG sets of capacity 380 KVA and 125 KVA both of which are equipped with canopies and stacks of adequate height. 8. The roads inside the hot mix plant have been stabilized with stone aggregates for vehicular movement. 9. The industry has provided one row of trees along three boundary walls. The representative of the industry was advised to plant more trees in the upcoming season. 10. Point wise compliance to the code of practice done by the hot mix plant is mentioned as under: Sr. No. Code of practice Compliance 1. A suitable dust control system for the dryer and mixer to contain/recycle permissible lines in the mix should be provided. It should be capable of preventing the exhaust of line dust into atmosphere from both ends of the dryer drum by creating adequate negative pressure. Suitable dust control systems for the drier and mixer to contain/recycle permissible lines in the mix has been provided with both the plants, but the working of the same shall be verified when the unit is in operation. 2. The plant should have centralized control panel/cabin capable of presenting controlling/synchronizing all operations, starting from feeding of cold aggregates to the discharging of the hot mix to ensure proper mixing. It should have adequate water scrubbing mechanism to completely remove/control the dust coming out of the drier with proper provision of re-circulation system for the scrubber water. Its working shall be checked when the unit is in operation. 3. Bitumen must be mixed with aggregate as soon as it is heated and dried and second time of lifting of the dried aggregate for proper batching should be avoided. Will be done as informed by the representative. 4. All roads/vehicular movement areas at site of hot mix plant should be pucca/stabilized with stone aggregates and regular sprinkling of water be ensured so that no dust is generated with vehicular movement. Complied by the industry. 5. Hot mix plant must have proper stack heights for its scrubbed flue gases and bitumen heating system with proper platform and port holes as per the Punjab Pollution Control Board norms Stacks of adequate heights have been provided with the scrubbing unit and bitumen heating system. Platform and port hole provided on the stack attached with the scrubbing system but not provided with the bitumen heating system. 6. Fine dust arrested by water scrubber and collected in there circulation water tank should be collected and fitted in a it to be covered with fresh earth. This exercise should be repeated as and when dust is removed from re-circulation tank. Complied. Recommendations: In view of above, if may approved, the industry may be granted ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, upto 30.09.2028 subject to suitable conditions and following additional conditions: 1. The industry shall be abide by the code of practice for hot mix plants notified by the Board vide Notification no. Admn/A-2/F.No.178/99/03 dated 26.04.1999. 2. The industry shall obtain permission from PWRDA for abstraction of ground water (if applicable) as per the guidelines issued by PWRDA from time to time. 3. The industry shall install water meter with the submersible pump and maintain record of readings of the same. 4. The industry shall get its stack emission samples analyzed from Board's lab/Board's approved lab as and when the plant is made operational and submit the sampling report to the Board. 5. The industry shall ensure that bitumen must be mixed with aggregate as soon as it is heated and dried and second time lifting of the dried aggregate for proper batching should be avoided. 6. The industry shall provide platform and porthole on the stacks provided with bitumen heating system, within one month and report the compliance in this regard to the Board within 7 days, thereafter. 7. The industry shall ensure that no problem related to dust pollution is being caused by the unit due to its operation and no public complaints are received by the Board in this regard. 8. The industry shall plant more trees along its boundary wall in the upcoming season and submit compliance report to the Board within 02 months. 9. The industry shall discharge domestic effluent onto land for plantation within premises after passing through septic tank. 10. The industry shall not discharge the effluent into any drain/choe/nallah, in any case. 11. The industry shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances. 12. The adequacy/ efficacy of the pollution control arrangements shall be the sole responsibility of the industry and the industry shall be bound to implement/ upgrade its pollution control arrangements as per the discretion of the Board to achieve the prescribed emission/ effluent standards, as amended from time to time. 13. The industry shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to him and Rules, Circulars & Directions issued by the Board from time to time. 14. The ‘consent to operate’ is being issued to the project proponent based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing. 15. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent.
