It is intimated that the industry is an existing hot mix plant and was granted consent to operate from the Board under the Water Act, 1974 vide no. CTOW/Fresh/BAR/2018/8080237 dated 29/07/2018 valid upto 30/09/2019 and under the Air Act, 1981 vide no. CTOA/Fresh/BAR/2018/8080145 dated 29/07/2018 valid upto 30/09/2019 for manufacturing of Pre Mix @ 90 TPH by using Bajri / stone aggregate & Bitumen @ 90 TPH as raw material under small scale orange category in the name of Sh. Ajay Kumar, (Partner).
Earlier, the project proponent has submitted partnership deed executed on 01.04.2017 wherein it was mentioned that there are 02 no. partners namely Sh. Ajay Kumar s/o Sh. Surinder Kumar (33%) and Sh. Honey Goyal s/o Sh. Surinder Kumar (67%) were running the project in partnership frim.
Thereafter, the project proponent has submitted dissolution deed executed on 02.07.2018 wherein it is mentioned that Sh. Ajay Kumar s/o Sh. Surinder Kumar got retired from the business and Sh. Honey Goyal s/o Sh. Surinder Kumar has become the sole proprietor and run the business in proprietorship firm.
Now, the project has applied for obtaining varied consent to operate for same production i.e. manufacturing of Pre Mix @ 90 TPH by using Bajri / stone aggregate & Bitumen @ 90 TPH as raw material under the Water Act, 1974 and the Air Act, 1981 in the name of Sh. Honey Goyal (Proprietor).
The project proponent has deposited consent fee of Rs. 43,500/- (Rs. 29,000/- consent fee + Rs. 14,500/- penalty fee) deposited vide UTR. No. SBIN223354507941 dated 20/12/2023 under the Water Act, 1974 and Rs. 43,500/- (Rs. 29,000/- consent fee + Rs. 14,500/- penalty fee) deposited vide UTR. No. SBIN123353957120 dated 19/12/2023 under the Air Act, 1981 against the projected cost of Rs. 48.63 Lacs, as per CA certificate dated 03.02.2024, which is adequate upto 30/09/2029.
The project proponent has got analyzed its air emission samples on 03.10.2023 from the Private lab and as per the analysis report, results are within permissible limit of the Board.
To verify the facts, the proposed site of the project was already visited by AEE of this office on 19/02/2024 and it was observed as under: -
1. The site falls in revenue estate of Rajgarh Road, Dhanaula and District Barnala.
2. There is no religious place, educational institute, historical place and approved residential area/houses within the radius of 500 mtr of this project. There are only few rice mills near the site of the project.
3. The industry was not in operation during visit due to non availability of the work/tender.
4. No trade effluent is being generated from the process, however, domestic effluent @ 0.8 KLD is being discharged onto land for plantation after passing through septic tank.
5. The industry has installed 01 no. hot mix plant with water scrubber as APCD with adequate stack height. However, during visit furnace was not in operation due non operation of the unit.
6. The project proponent has installed 01 no. DG set of capacity 125 KVA equipped with canopy and adequate stack height.
7. The industry has also provided one water tanker for the sprinkling of the water to control the dust emissions. The industry has also provided the plantation along the boundary wall.
Hence, the project is complying the conditions of CTO granted to it.
In view of the above, it is recommended that consent to operate under the Water Act, 1974 and the Air Act, 1981 may both be granted to the industry upto 30/09/2029 (upto adequacy of fee) with usual conditions.
