Kindly find attached the detailed inspection report along with agenda. Further observations are as under:-
Earlier, the unit was granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/ASR/2023/21078682 dated 28/02/2023 and under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/ASR/2023/21078729 dated 28/02/2023, which are valid up to 31/03/2024.
Now, the unit has applied for renewal consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 with requisite documents
Detail of the case are as under:-
1. The unit has submitted CA certificate dated 06.02.2024 which it is gross value of fixed assets of Rs. 193.90 Crores as on 06.02.2024. Accordingly it has deposited Rs. Rs. 216000/- vide UTR No. SBIN324019597373 dated 19.01.2024 as consent fee under Water Act, 1974. Rs. 432000/- vide UTR No. SBIN124037522133 dated 06.02.2024 as consent fee under Water Act, 1974. Rs. 216000/- vide UTR No. SBIN324019599562 dated 19.01.2024 as consent fee under Air Act, 1981, Rs. 432000/- vide UTR No. SBIN124037512470 dated 06.02.2024 as consent fee under Air Act, 1981 and Rs. 500/- vide UTR No. SBIN324019598754 dated 19.01.2024 as application form fee, adequate upto 31.03.2027 under both Acts.
The unit was already visited by officer of this office on 12/01/2024 and observed as under: -
1. The unit is a shopping mall.
2. The shopping mall has installed STP at lower basement & STP was in operation during visit.
3. The treated domestic effluent was being discharged partially into sewer & partially onto land for horticulture.
4. EMF have installed by the mall at outlets of STP.
5. The mall has maintained the record of generation / treatment of waste water.
6. The mall has installed D.G. Sets of capacity 2100 KVA (03 nos.), 1650 KVA (02 nos.) & 630 KVA (01 no.) in a acoustic room.
It is further submitted that the effluent samples were collected by Board’s Lab from final outlet of STP. As per analysis report, issued by Zonal Lab, Jalandhar vide no. 272-74 dated 29/01/2024, the concentrations of various parameters i.e. pH = 8.1, COD = 32, BOD = 10, TSS = BDL, TDS = 635 and O&G = BDL are found within the prescribed limits of the Board.
The unit is complying with conditions of the consents granted under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
It is further intimated that the unit falls in Red category in the large-scale sector and competency to decide the case lies with Hon’ble Chairman of the Board.
Keeping in view of above, it is recommended that the renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the unit up to 31/03/2027 with suitable terms & conditions. |
