The industry is a small scale orange category garment manufacturing and washing unit…………..
Earlier a telephonic compliant received against the pollution generated by the industry. To verify the facts of the complaint, the site was visited by AEE of RO on 27.09.2023 and observed that an industry namely M/s Chaman Lal & Brothers, near Ansh Processor, dyeing complex, bahadurke road, Ludhiana was running at site without obtaining consent to operate of the Board under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981……………………..
Accordingly, the industry was issued notice u/s 33-A of Water Act, 1974 as amended in 1988 and u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 as amended in 1987 with an opportunity of personal hearing before the Chief Environmental Engineer, Ludhiana on 11.01.2024. Where in it was decided as under:-
1. The industry shall not re-commission its processes without taking adequate pollution control measures and necessary approvals in compliance with the Environmental laws.
2. Environmental Engineer, Regional Office-3, Ludhiana shall visit the industry to verify its contentions and process the consent applications of the industry on merits.
3. It was made clear to the industry that in case it is again found violating the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, strict action may be taken which may include closure without any further notice/ opportunity of personal hearing………………………….
Now, the industry has applied for fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for production of ladies sweater @ 900 numbers/day with disposal of trade effluent @ 10.0 KLD into MC sewer after treatment through ETP and domestic effluent @ 0.8 KLD into sewer under the name and style of firm as M/s Lovesome Knit, B-32-736/12, dyeing complex, bahadurke road, Ludhiana…………………..
The industry has deposited consent fee / NOC regularization fee, which is adequate upto 30.09.2026 under both acts as verified by the Regional Office under the VDS Scheme…………………..
The industry was visited by AEE of RO on 13.2.2024 and observed as under:
1. The industry was engaged in the work of manufacturing and washing of garments but the industry was not in operation during the visit.
2. The industry has installed flat knitting machines, sewing machines as well as 03 washing machines of capacity 50 kg each inside the premises for the washing of garments.
3. The industry has installed an ETP consisting of Collection tank Chemical dozing arrangement Flocculator Filters Outlet for the treatment of effluent to be generated from the washing process. All components of ETP were in line and in operational condition.
4. The industry has installed 01 boiler of capacity 1 TPH with cyclone separator as APCD inside the premises. The wood was stored as fuel to be used in boiler.
5. The industry has also installed 01 DG set of capacity 125 KVA with canopy and adequate stack height.
6. The industry is complying with provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
The industry has submitted copy of CLU from ATP, Ludhiana vide no. 2603/ATP/A/D dated 30.10.2014 mentioning that the site of the industry falls in Light & Service Industrial Land Use Zone as per Master Plan Ludhiana (2007-2021). Further, the CLU has been granted for hosiery unit.
If approved, Regional Office be requested to comment as under:
1. The compliance of the conditions of the Consent to Establish as stipulated by the Board as the unit has been established / operating without prior consent to establish of the Board.
2. Whether the unit can operate at the site as per the provisions of the Master Plan of Ludhiana being Light & Service Industrial Land Use Zone. |
