File Note: It is submitted that the industry is a small-scale red category unit. Earlier, the industry was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/SAS/2021/15383253 dated 28.04.2021 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/SAS/2021/15383284 dated 28.04.2021, both having validity upto 30.06.2025 for manufacturing of Purified lead ingots @ 6.6 Metric Tonnes/Day & Plastic (PP/PVC) scrap @ 3 Metric Tonnes/Day by using Scrapped/condemned batteries @ 10 Metric Tonnes/Day as raw material in the name and style of M/s Laxmi Metals, Village Jaula Khurd, Ambala Road, Dera Bassi, SAS Nagar. Now, the industry has changed its name i.e. M/s Prime Metals (Formerly Laxmi Metals) and has applied for obtaining varied consent to operate under Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Purified lead ingots @ 6.6 Metric Tonnes/Day & Plastic (PP/PVC) scrap @ 3 Metric Tonnes/Day by using Scrapped/condemned batteries @ 10 Metric Tonnes/Day as raw material along with requisite documents and fee. As per record file of the industry the previous consent fee is adequate upto 31.03.2026 under both acts against the total cost of fixed assets is Rs. 53.89 lacs. Now, the industry has deposited Rs. 8,800/- vide UTR No. HS92403932749459 dated 08.02.2024 under Water Act, 1974 and Rs. 9,300/- vide UTR No. HS92403932750467 dated 08.02.2024 under Air Act, 1981. The consent fee deposited by the industry is adequate upto 30.09.2026 under both acts. The manufacturing process of the industry is as under:- Lead acid battery scrap, dismantling of battery, separation of plastic waste and lead scrap, feeding of lead scraping furnace, melting, pouring in mould, cooling, dispatch. The industry has submitted approved building plan prepared by Er. Sukhjinder Singh, Competent Person from Director of Factories, Punjab. The industry has submitted land classification certificate issued by DTP SAS Nagar vide no. 986 dated 16.12.2020, as per which the site falls in general industrial zone as per Master Plan Lalru. The industry has submitted the rent agreement executed on 01.06.2023 between Sh. Sonu Mittal S/o Babu Ram Mittal & Sh. Arun Mittal S/o Sh. Banarsi Dass Mittal (First Party) and Prime Metals through is Proprietor Sh. Ashwini Kumar (Second Party). The industry was visited by AEE of this office on 19.02.2024 and it was observed as under: 1) The industry was not in operation during the visit. 2) The industry has installed 1 no. Temple type Blast furnace and having 2 no. Crucible for melting purpose. The industry has provided APCD to suppress air emission generated from the temple type furnace consisting of spark arrestor, gas cooling cum settling chamber, dual cyclone, pulse jet bag filter house and alkaline packed bed scrubber along with stack of adequate height. The industry has installed proper sampling platforms and porthole with the chimney. 3) The industry has provided separate storage room for the product. The industry has provided separate space backside the shed of the production section for the storage of raw material. 4) The industry has provided separate space for the breaking / dismantling of used batteries. 5) The industry has installed ETP for the treatment of any kind of effluent generated during the dismantling process of batteries and the purge wastewater of scrubbing tank and the same is treated through the ETP and is utilized onto land for plantation purpose. 6) The domestic effluent is being discharged onto land for plantation after passing through septic tank. 7) The industry has installed 1 no. D.G set of capacity 75 KVA which is equipped with canopy and stack of adequate height. The industry has also submitted compliance report of conditions of 'consent to operate’ earlier granted to it. The industry is complying with the SOP framed by CPCB for units engaged in Recycling of Lead Scrap/Used Lead Acid Batteries. In view of above, it is recommended that the consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.09.2026 with subject to suitable conditions and special conditions that: 1. The industry shall maintain the record of receiving of used battery from the different states and quantity of product (i.e. lead recovery) and submit the same in the Regional office on monthly basis. 2. The industry shall comply with the Standard Operating Procedure (SOP) for recycling of Lead Scrap/Used Lead Acid Batteries as circulated by CPCB on 04.01.2024. 3. The industry shall break/ dismantle used batteries in scientific ways. 4. The industry shall obtain permission from CGWA for abstraction of groundwater. 5. The industry shall obtain authorization and actual user certificate from the Board under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 within one month in its new name & style. 6. The industry shall get itself registered with MoEF under Batteries (Management and Handling) Rules, 2001. 7. The industry shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation at any time, under any circumstances. 8. The industry shall ensure that due to operation of the project at the site, no nuisance for general public is created at any time and no public complaints are received. 9. The Consent is being granted to the industry based upon the undertaking/ documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time. 10. In case the industry fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry.
