File Note: It is intimated that the project proponent has proposed to establish a small scale red category printing unit. The project proponent has applied for obtaining fresh Consent to Establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 for the production of printing of garments @ 2 T/day with discharge of trade effluent @ 99.0 KLD and domestic effluent @ 1.0 KLD into CETP 15 MLD. The industry has deposited Rs. 14,900/- vide R. No. 102365567 dated 25.01.2023 as Rs. 14,400/- NOC fee and Rs. 500/- as application form fee, which is adequate for one year. Rs. 14,400/- vide R. No. 477130278 dated 21.07.2023 as NOC fee, which is adequate for one year. • The industry has submitted the copy of area classification obtained from DTP, Ludhiana vide no. 2730/DTP(L)M2A dated 07.12.2022 mentioning that the proposed site of the industry falls in Industry Land Use Zone as per Master Plan Ludhiana (2007-2031). • The industry has also submitted the no objection certificate from the SPV BKTKA vide their letter no. BKTKA/CETP/05/08 dated 09.05.2022 regarding transfer of shares @ 100 KLD from M/s Swadeshi Wollen Mills, Dyeing Complex, Bahadur Ke Road, Ludhiana to M/s Tudor International, New Veer Nagar, Bahadur Ke Road, Ludhiana for the disposal of its trade effluent into the conveyance system of CETP. • The industry has also submitted document regarding DEMAT of shares. • The project proponent has proposed to set up a printing unit for the production of printing of garments @ 02 T/day with the disposal of trade effluent @ 99.0 KLD and domestic effluent @ 1.0 KLD into the conveyance system of CETP-15MLD. • The proposed cost of the project as per the project report is of about 281.0 Lacs and project proponent has proposed to install allied printing machinery inside the premises. • The project proponent has proposed to install 01 D.G set of capacity @ 250 KVA with canopy inside the premises. The proposed site was visited by the AEE of this office on 21.02.2024 and observed that:- 1. The proposed site is situated at Dyeing Complex, Bahadur Ke Road, Ludhiana. 2. The building of the industry had already been constructed as the project proponent had bought already existing industry from a separate firm M/s Swadeshi Wollen Mills, Dyeing Complex, Bahadur Ke Road, Ludhiana including shares of the CETP @ 100 KLD. The project proponent has submitted the supporting land documents. 3. Presently renovation work of the building is going on and no machinery is installed inside the premises. It is pertinent to mention here that the Board had issued certain directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 vide no. 27548 dated 22.12.2020 as the project proponent is involved in the trading of shares. But here the project proponent had also purchased the entire premises of the existing unit including the shares. Hence the application of the industry can be considered. Further similar application of member units of 50 MLD, which were involved in the trading of shares have been considered by the Board i.e. M/s R.R Fabrics and M/s Media Impex of Tajpur Road, Ludhiana after verifying DEMAT status of shares. As the applicant industry had also got DEMAT its shares hence on the same pattern this application can also be considered. In view of above, it is recommended that the consent to establish (NOC) under Water Act, 1974 & Air Act, 1981 for printing of garments @ 2 T/day with discharge of trade effluent @ 99.0 KLD and domestic effluent @ 1.0 KLD into the conveyance system of CETP-15 MLD may be granted to the industry for the period of one year with the suitable conditions and special conditions that:- 1. The industry shall not commission its process without obtaining consents to operate of the Board. 2. The industry shall also construct storage tank of adequate capacity inside the premises to store the quantum of effluent in case of shut down of CETP. 3. The industry shall make adequate arrangements to minimize the consumption of fresh water.
