File Note: The industry was earlier granted consents to operate under the Water Act, 1974 vide no. CTOW/Varied/FZL/2021/14873483 and under the Air Act, 1981 vide no. CTOA/Varied/FZL/2021/14872973 dated 23.03.2021 for operation of parboiled plant and rice sheller unit to manufacture Parboiled/Steamed Rice @ 96 TPD, Steamed Rice / Raw Rice @ 72 TPD, Raw Rice @ 48 TPD, Sorted Rice @ 216 TPD and Refined Oil @ 80 TPD, valid for a period upto 31.03.2024, subject to the suitable conditions mentioned therein. The industry has already been visited by undersigned (AEE) alongwith Asst. Scientific Office of the Board’s Air Lab on 08.12.2023 and it was observed as under:- 1. The industry was in operation for manufacturing of steamed rice only via all shelling lines. Solvent section, refinery section and parboiling section were not in operation as per demand. 2. Effluent treatment plant consists of Oil & Grease Trap, Equalization tank, UASB Reactor, Aeration Tank with 2 no. aerator, Clarifier, Sludge Drawing Bed installed by the industry was under stabilization and no effluent was observed at the inlet & outlet of the ETP. During visit, representative has informed that they have not operated plant for saila rice for the last 4-5 years as per market demand and solvent extraction as well as refinery is also being operated on demand basis. As such there has been very less generation of effluent from the premises. 3. The industry has installed flow meter at the source of water supply and the outlet of ETP. It has provided separate energy meter with the ETP and is maintaining record regarding the operation of ETP. The industry was advised to maintain the daily record regarding fresh water consumption. 4. The industry has developed plantation area in about 4 acres in 2 no. pockets (2.5 acres inside the industrial premises and 1.5 acres outside the industrial premises) as per karnal technology for scientific disposal of treated trade effluent. The condition of plantation was found good. 5. The industry has installed 04 no. boilers in its premises. Boiler of capacity 14 TPH connected to stack no. 1 and other 02 boilers thermopack 10 lac Kcal and 8 TPH (standby) to the stack no. 2 and separate boiler of capacity 8 TPH connected to stack no.3. The industry has provided trema cyclone followed by wet scrubber as APCD with boiler of capacity 14 TPH, multi-cyclone as APCD with stack no. 2 and multi-cyclone followed by wet scrubber as APCD with stack no. 3. During visit, boiler of capacity 14 TPH and thermopack were in operation. Adequate arrangement for facilitation of sampling has been provided with these boilers. 6. Emission sampling of the Boiler of capacity 14 TPH connected to stack no. 1 and thermopack of capacity 10 lac Kcal, connected to stack no. 2 was carried out during visit and as per analysis report of Board’s Air Lab, the concentration of Particulate Matter in the boiler of capacity 14 TPH was 195 mg/Nm3 at 12%CO2 and for thermopack of 10lac Kcal was 198 mg/Nm3 at 12% CO2 i.e. the emissions analysed within permissible limits of prescribed standards for such type of units by the Board. 7. The industry has provided shed for storage of rice husk with roof and one side open from where the covered conveyor has been provided for carrying the rice husk upto all feeding points of the furnaces attached. The mechanical feeding system has been provided with the each furnace for feeding rice husk as fuel. 8. The industry has provided common cyclone as APCD with 2 no. paddy cleaner and cyclone as APCD with 3rd no. paddy cleaner with adequate stack height and sample collection facility. 9. The industry has provided cyclone as APCD with 3 no. shelling section separately with adequate stack height and sample collection facility. The industry has installed 3 no. sortex machine along with 3 no. shelling section separately. 10. The industry has provided storage shed with roof and one side opening for storage of fuel ash with arrangement for wetting of ash to avoid its blowing. Further, the fuel ash is being used by the nearby farmers in their fields as a manure. No fuel ash was found disposed nearby the industry. The industry was advised to maintain the daily record regarding lifting of fuel ash from its premises. 11. The industry has maintained the house-keeping and planted the trees along its boundary wall. Now, the industry has applied for obtaining renewal of consents to operate under the Water Act, 1974 and the Air Act, 1981. Details of the case are as under: 1) The industry has submitted CA certificate showing the value of gross fixed assets of Rs. 24.34 Crore and has deposited Rs. 2,77,500/- (Rs. 2,46,500/- vide UTR no. KKBKR52024013000625120 dated 30.01.2024, Rs. 31,000/-vide UTR no. KKBKH24050750785 dated 19.02.2024) under the Water Act, 1974 and Rs. 2,77,500/- (Rs. 2,46,500/- vide UTR no. KKBKR52024013000625711 dated 30.01.2024, Rs. 31,000/-vide UTR no. KKBKH24050768239 dated 19.02.2024) under the Air Act, 1981 and NOC Regularization fee of Rs. 21,600/- vide UTR no. KKBKH24050763883 dated 19.02.2024, which is adequate for a period upto 31.03.2029 including the balance fee from year 2021-2024. 2) The industry has also deposited NOC regularization fee for increase in the fixed assets. 3) The industry has submitted an undertaking, which reproduced as under: • We are hereby depositing consent to operate fee under Water Act and Air Act. • The increase in the gross fixed assets is due to the installation of solar power plant. Further the cost of boiler we have replaced in 2021 was not included in the CA certificate at that and now that cost plus cost of allied machinery has been included in the CA certificate, as such there has been increased in the CA this time. However there has been no change in the production capacity as well as polluting machinery of the industry. • We have not operated our plant for saila rice for the last 4-5 years as per market demand. Our solvent extraction as well as refinery is also being operated on demand basis. As such there has been very less generation of effluent from the premises. However we will priorily intimate the Board regarding operation of saila section, so that effluent samples can be collected. We have mantain our ETP plant and kept under stablization, so that same may be operated instantly during demand for treatment of any effluent generated from premises. • We have been disposing off the fuel ash to farmers after temporary storage in our premises. The industry is complying with the provisions of the Water Act, 1974 and the Air Act, 1981 as well as Code of practice prescribed for such type of industries. It is therefore, recommended that consent to operate under the Water Act, 1974 and the Air Act, 1981 may be renewed for a period upto 31.03.2029 for manufacturing of Parboiled/Steamed Rice @ 96 TPD, Steamed Rice / Raw Rice @ 72 TPD, Raw Rice @ 48 TPD, Sorted Rice @ 216 TPD and Refined Oil @ 80 TPD, subject to the suitable conditions and specific as under:- 1) The industry will submit operation schedule of operation of saila section to the Board so that effluent monitoring can be carried out. 2) The industry always maintain the Effluent Treatment Plant and keep it in operationable condition. 3) The industry shall maintain the record regarding fresh water consumption, effluent generation / treatment on daily basis. 4) The industry shall always maintain plantation area for scientific disposal of effluent. 5) The industry shall maintain record regarding the lifting of fuel ash from its premises on daily basis.
