File Note: It is submitted that earlier the project proponent was granted “Consent to Establish” from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/PBIP/SAS/2023/220317882 dated 02.03.2023, valid upto 16.02.2024 for establishment of Group Housing Project consisting 484 flats, 19 shops, One Club and additional 3 no. commercial pockets 1, 2 & 3, in total land area of 49612.55 sqm (12.25 Acres approx..) having total built-up are of 163222.42 sqm (142555.745 sqm for 484 flats, 19 shops, Stilt, Basement & Club house etc. + Commercial Pocket 1 @ 10067.795 sq.mtr+Commercial Pocket 2 & 3 @ 10620.89 sq.mtr) with subject to suitable condition and special conditions mentioned therein. Now, the project proponent has applied for obtaining extension in the validity of “Consent to Establish” from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for establishment of Group Housing Project consisting 484 flats, 19 shops, One Club and additional 3 no. commercial pockets 1, 2 & 3, in total land area of 49612.55 sqm (12.25 Acres approx..) having total built-up are of 163222.42 sqm alongwith documents and fee. The project proponent has deposited Rs. 1,08,000/- vide R. No. 124332053 dated 10.02.2024, against the proposed cost of the project of Rs. 182.00 Cr. The NOC fee deposited by the project proponent is adequate for one year. The project proponent has already submitted CLU issued by DTP vide Memo no. 63 dated 24/01/2022, wherein it has been mentioned that permission for Change of and use (village Chhatt, H.B. No. 286, Tehsil Zirakpur, Distt. SAS Nagar in 12.255 acre) from agriculture to mixed developed group housing and commercial is granted hereby in view of instruction issued vide chief town planner, Punjab letter no. 1219-37 dated 27/02/2018. The project proponent hasalso submitted its NOC from MC, Zirakpur regarding disposal of treated water vide no. 3813 dated 20/12/2022. The project proponent was granted Environmental Clearance for establishment for of a group housing project namely “Affinity Belgravia” having a total land area of 38976 sqm with a proposed built-up area of 146787 sqm located at Zirakpur, District SAS Nagar, (Punjab) SEIAA vide no. SEIAA/PB/MIS/2022/EC/06 dated 11/04/2022. The representative informed that they have submitted application for revision in Environmental Clearance granted to the project in compliance to the conditions of previous NOC granted to it. The site was visited by the undersigned on 23.02.2023 and contacted Sh. Rahul Bansal, Partner. During visit it was observed that about 10% of construction work has been completed at site. The representative informed that it will take another 3 years to complete the project. Keeping in view of the above, it is recommended that extension in the validity of “Consent to Establish” (NOC) from the pollution angel under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year with subject to suitable conditions and special conditions mentioned in previous CTE/NOC granted vide no.
