Sir, the industry was issued personal hearing on 22.1.2024 before your good self and it was decided as under: -
1. The industry shall submit Bank Guarantee of Rs. 50,000/- as an assurance not to manufacture saila rice without prior permission of the Board and to comply with provision of Water (Prevention and Control of Pollution) Act 1974, Air (Prevention and Control of Pollution) Act 1981 and code of practice prescribed for rice sheller units vide Government of Punjab, Department of Science, Technology and Environment notification no 10/48/2004/STE(4)/932 dated 15.10.2013.
2. The industry shall complete the work of providing stack of adequate height along with sampling arrangement with APCD attached with shelling and dyer section, within a week .
3. The industry shall complete work of providing paved road for vehicular movement.
within 2 months.
4. The industry shall immediately ensure proper treatment and disposal of domestic
effluent.
5. Assistant Environmental Engineer-II. Regional Office, Sangrur shall visit the industry after a week to verify contentions made by the industry during hearing and submit fresh report along with recommendations to decide application for obtaining Consent to Operate under Water Act 1974 & Air Act, 1981 on merits.
To verify the compliance of hearing decisions, the industry was visited by myself on 22.02.2024 and it was observed as under: -
1. The industry has submitted a bank guarantee of Rs. 50,000/- in this office w.r.t. the compliance of hearing decision no. 1.
2. During visit, it was found that the industry has provided the stack of adequate height along with sampling arrangement with APCD attached with shelling as well as dyer section.
3. The industry was found in progress of providing paved road for vehicular movement and representative of the industry has informed that the work will be completed within 2 months.
4. The industry has been provided septic tanks for treatment of domestic effluent and the provision has been made to dispose off treated domestic water onto land for plantation.
From the above, it is clear that the industry has made compliance to the hearing decision taken by your good self.
Keeping in view of above, it is recommended that the fresh consents to operate under the Water (Prevention & Control) Act, 1974 and the Air (Prevention & Control) Act, 1981 applied by the industry may be granted for one year with certain conditions as prescribed by the Board and special condition that: -
1. The industry shall complete the work of providing paved road for vehicular movement.
within 2 months.
2. The industry shall not manufacture the saila rice without prior permission of the Board.
3. The industry shall get its stack emission sample monitored from Board's lab in this season and submit the analysis report to the Board, within one month.
4. The industry shall comply with provision of Water (Prevention and Control of Pollution) Act 1974, Air (Prevention and Control of Pollution) Act 1981 and code of practice prescribed for rice sheller units vide Government of Punjab, Department of Science, Technology and Environment notification no 10/48/2004/STE(4)/932 dated 15.10.2013 from time to time.
