• The industry is a small scale red category electroplating unit.
• Earlier, the industry was visited by officer of the Board on 06.12.2023 and observed that :
1. The industry was in operation and is engaged in the process of electroplating sanitary items.
2. The industry has provided 1 No. storage tank of unknown capacity for the storage of its trade effluent for electroplating section. During visit approx. 50 ltr trade effluent was stored in the storage tank.
3. The industry has installed water meter on pipe line for fresh water and water meter reading was not readable during visit.
4. As per records of the industry, it was using fresh water @ 7170 ltr in the process and has got effluent lifted to CETP operator of 4000 ltr during period from 01.06.2023 to 06.12.2023, which was not found in order. The industry is not maintaining the record of fresh water consumption as well as lifted by CETP operator on daily basis.
5. The industry has provided mode of disposal of untreated trade effluent into sewer, but during visit no effluent was seen.
6. The domestic effluent generated by the industry is being discharged into sewer.
7. The industry is running without obtaining consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and is not complying with the conditions under Water (Prevention & Control of Pollution) Act 1974.
• Therefore, the industry was issued directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 vide ZO letter No. 5574-77 dated 19.12.2023 for disconnect the supply of electricity connection and seal the water polluting process/ DG set of the industry.
• In compliance to the orders of disconnection of electric supply the electric connection of the industry was disconnected by PSPCL authorities vide TDCO No. 075/76757 dated 14.02.2024.
• As per direction by Competent Authority the industry was visited by Er. Manvinder Singh Hundal, AEE (OS) on 31.01.2024 and the water polluting process has been sealed during the visit.
• Now, the industry has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 through OCMMS of the Board for process of electroplating @ 1000 Nos/Day by using Nickle Sulphate @ 2 Kgs/day, Nickle @ 5 Kgs/day, Chrome @ 1 Kgs/day, caustic soda @ 2 Kgs/day, nickle chloride @ 0.2 Kgs/day as raw material and detail of the same is as under:
1. The industry has deposited Rs. 14300/- (Rs. 12700/- under Water Act 1974, Rs. 1100/- NOC regularization fee, Rs. 500/- form fee) vide UTR No. 953992184 dated 21.02.2024 adequate upto 31.03.2025 under VDS scheme against the fixed assets of Rs. 4.81 lacs.
2. The industry has submitted electricity bill as per proof of date of commissioning i.e April 2016.
3. The industry made an agreement with JBR Technology, Ludhiana @ 2000 ltr/ month for lifting of trade effluent.
4. The industry has submitted MSME, proprietorship certificate, registry of the land, lease deed, TDCO number with the application.
5. The industry has submitted approved building plan from competent person under Director of Factories Act, Punjab.
6. The industry has submitted classification of area certificate issued from ATP, Jalandhar vide letter No. 1370 dated 16.01.2024 in which mentioned that the site of the industry falls in General Industrial Zone as per Master Plan Jalandhar.
• The industry was visited by the JEE (OS) of this office on 23.02.2024 and it was observed that the industry was not in operation during the visit due to disconnection of electricity supply and the main gate of the industry found locked.
The industry is a small scale red category unit and competency to decide such case lies with Senior Environmental Engineer, Zonal Office, Jalandhar.
Keeping in view of above, it is recommended that fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry for six months with usual conditions as per policy of the Board and with special condition that :
1. Directions be issued to PSPCL Authorities for restore the electric connection of the industry temporarily for six months.
2. Orders may be issued for de-sealing of electroplating section installed by the industry.
