The project proponent has applied for obtaining ‘Consent to Establish’ (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 for setting of a commercial colony in an area of 1.97 acres (SCOs @ 20 and Shops @ 05) having built up area of 8355.2085 square yards (8040.6255 sq yards for SCOs including basement + 314.583 sq yards for shops) in the revenue estate of Village Fatehpur Awana / Barewel Awana, Tehsil Ludhiana West, District Ludhiana.
The details of documents submitted is as under:
1) The project proponent has submitted project report proposing to develop commercial colony by the name of “Cee Enn Estates Private Limited” in an area of 1.97 acres at Village Fatehpur / Barewel Awana, Tehsil Ludhiana West, District Ludhiana. The total built-up area of the project will be 8355.2085 square yards i.e. less than 20,000 m2. Thus, the project is not covered under EIA notification dated 14.09.2006.
2) Total project cost is Rs. 1.96 Crores including land. The project proponent has deposited NOC fee of Rs. 6400/- vide UTR No. 524623939 dated 01.01.2024, which is adequate for one year for project cost of Rs. 1.96 Crore (Green Category).
3) The project proponent has submitted feasibility report regarding treatment and disposal of waste water to be generated from proposed commercial colony. As per feasibility report, estimated waste water consumption will be 20 KLD and estimated trade effluent generation will be 18.75 KLD and the same will be treated in STP of capacity 25 KLD based on MBBR technology. The PP has proposed to partially re-use treated trade effluent in flushing system through dual plumbing system and partially for discharge onto land for plantation in green area. Proposed green area is 2067.49 square yards (0.42 acres). Green area proposed by PP is adequate to handle treated trade effluent.
4) The project proponent has submitted approved layout plan of commercial colony. Layout plan is approved by Chief Town Planner (Local Government) Punjab vide no: CTP (LG)-2021/990 dated 10.03.2021.
5) The project proponent has proposed to install mechanical composter for treatment of municipal solid waste to be generated from its premises.
6) The project proponent has submitted MOA and as per MOA Sh. Gurdeep Singh Nagpal, Sh. Rupinder Singh Chawla S/o S. Harjit Singh, Sh. Avtar Singh Nagpal, Sh. Jaginder Singh Nagpal S/o S. Gurbachan Singh, Sh. Harjit Singh Chawla S/o S. Harnam Singh Chawla, Sh. Kanwaljit Singh S/o S. Ram Singh are directors of the firm.
The proposed site was visited on 22.02.2024 by undersigned and it was observed as under:-
1. The proposed site is located in the revenue estate of Fatehpur Awana/ Barewel Awana, Tehsil Ludhiana West, District Ludhiana.
2. The project proponent has started construction work at site and construction is going on in full swing.
3. There is no MAH industry within a radius of 250 meter from the proposed site of colony. Also there is no air polluting industry within a radius of 100 meter from the proposed site of colony. There is no air polluting industries such as rice sheller/ saila plant / brick kiln/ stone crushing/ screening cum washing unit/ hot mix plant/ cement plant etc within a radius of 500 meter from the proposed site. The site is suitable for establishment of such type of units.
It is pertinent to mention here that the Punjab Pollution Control Board vide order 277 dated 04.08.2023 has categorized “Building and Construction Projects, having built-up area less than 20,000 m2 and waste water generation less than 50 KLD” under green category (Category code: 3079)
Keeping the above in view, it is recommended that the application of project proponent for obtaining ‘Consent to Establish’ (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for establishment of commercial colony in an area of 1.97 acres (SCOs @ 20 and Shops @ 05) in the revenue estate of Village Fatehpur / Barewel Awana, Tehsil Ludhiana West, District Ludhiana subject to suitable conditions alongwith following special conditions:
A) The PP shall develop colony as per approved layout plan and shall not increase its built-up area beyond 20,000 m2 at any cost.
B) The PP shall develop green area as per approved layout plan and shall discharge its treated trade effluent in this green area.
C) The PP shall install dual plumbing system to re-use treated trade effluent for flushing system.
