Sir, the case of the HCF has been scrutinized and found complete. The detail of case is as under:
• The HCF was granted consents to operate under the provisions of Water Act, 1974 and Air Act, 1981 vide no. CTOW/Varied/BTI/2023/20752785 & CTOA/Varied/BTI/2023/20752762 dt. 16.01.2023 for beds capacity @ 50 beds, which were valid upto 30.09.2023, for the discharge of trade effluent @ 10 KLD and domestic effluent @ 05 KLD with suitable conditions.
• The HCF was granted authorization vide no BMW/Fresh/BTI/2021/17163203 dated 05.11.2021 for 35 bed capacity which was valid upto 30.09.2023 with certain conditions mentioned therein. Further, the HCF has also applied for obtaining authorization for the increased bed capacity i.e., for 50 beds, which is under process.
• Now, the HCF has applied for obtaining renewal of Consents to Operate under the Water Act, 1974 and Air Act, 1981 for the bed capacity of 50 no. beds and for the discharge of trade effluent @ 10 KLD and domestic effluent @ 05 KLD.
• The hospital has deposited consent fees of Rs. 8,000/- through online vide R.no. N063232356578798 dated 04.03.2023 under Water Act, 1974 and Rs. 8,000/- through online vide R.no. N063232356583525 dated 04.03.2023 Air Act, 1981, which is adequate up to 31.03.2027.
• Earlier, the HCF was visited by AEE of this office on 23.02.2024 and one no. effluent sample was collected from the outlet of STP cum ETP and sent to Boards lab for analysis.
• To check the contents of the application, the HCF hospital was visited by the AEE of this office on 23.02.2024 and it was observed as under:
1. The HCF was in operation for bed capacity of 50 nos. of beds at the time of visit.
2. The ETP cum STP plant which consist of Equalization Tank (dosing of Sodium Hypochlorite) Oil & Grease Trap Dosing Tank Aeration Tank / MBBR Secondary Tube Settler Sludge Drying Beds Activated Carbon Filter Media Sand Filter Chlorination to MC Sewer, which was found not in operation during visit time and the same was brought into operation during visit. The flow meter installed with the ETP was out of order.
3. The hospital is generating bio medical waste of categories Yellow, Blue, White (Translucent), Red of the Bio Medical Waste Management Rules, 2016 and the segregation of the BMW was found satisfactory.
4. The hospital has provided Final storage room for storage of bio medical waste and a lot of waste was found stored in the room.
• From the above it is clear that the HCF is not complying with the provisions of the Water Act, 1974 and Air Act, 1981.
• It is therefore, recommended that SCN for refusal of consent to operate under the provisions of the Water Act, 1974 and Air Act, 1981 may be issued to the HCF.
