File Note: It is intimated that the industry is a small scale green category unit. The industry has applied for obtaining fresh ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for Ready Mix Concrete @ 246.23 MTD, alongwith requisite documents and consent fee. Consent fee: - The industry has deposited Rs. 19,200/- vide Receipt No. 403895623 dated 13.02.2024 under Water Act, 1974 and Rs. 25,600/- vide Receipt No. 621011663 dated 13.02.2024 (Rs. 19,200/-under Air Act, 1981 & Rs. 6,400/- as NOC regularization fee) against the fixed assets of Rs. 120.97 lacs on 06.01.2024. The consent fee under both acts is adequate upto 31.12.2026. Manufacturing process: - Raw Material (Premix)—Batching—Mixing—Transporting Land Classification Certificate The industry has submitted the land classification certificate issued by DTP, SAS Nagar vide its letter no. 936 dated 20.06.2019, as per which the industry falls under industrial zone per Master Plan Banur. As observed during visit, there is no village Lal Lakir, Zoo, Residential Area, Gurudwara, School within the 100 mtr boundary of RMC plant. As such the site is suitable for establishment of Readymix Concrete Plant. The industry has submitted copy of lease deed issued on 09.11.2022 between Taranjeet Singh & Balbir Singh and Randeep Singh & Hardeep Singh for area of land is 2 acres which is valid upto 31.10.2028. The industry has submitted copy of partnership deed executed on 04.03.2022 between Sh. Randeep Singh S/o Sh. Amritpal Singh and Sh. Hardeep Singh S/o Sh. Guljar Singh. Visit Accordingly, the industry was visited by AEE of this office on 23.02.2023 and during visit, it was observed as under: 1. The industry has installed machinery of ready mix concrete (RMC) unit at the site andthe same was not in operation. 2. The unit has installed 03 no. Silos for storage of cement and fly ash. All the silos have separate dust collection system at the top of the silos. 3. The other raw materials i.e. sand, aggregates of different sizes etc. are being stored in open area at the unit. 4. There is use of water in the mixing of bajri, cement, sand etc. which is consumed 100% in the process. 5. There is no generation of trade effluent from the process and only generation of domestic waste water which is discharged onto land for plantation after treatment in septic tank. 6. The industry has carried out any plantation along one of the boundary wall of the unit. 7. The industry has installed one no. of DG set of capacity 162 KVA, which is equipped with canopy and adequate stack of height. 8. The industry has stabilized the road inside its premises for movement of vehicles with gatka and concreting of the same was in process. The representative of the industry was advised to keep the said road in good condition at all times. 9. The industry has provided water meter on the submersible and was advised daily record of the same. Recommendations: In view of above, it is recommended that the ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention &Control of Pollution) Act, 1981, may be granted to the industry upto 31.12.2026 with subject to suitable conditions and additional condition that: - 1. The industry shall not generate and discharge any kind of trade effluent from its process. The industry shall discharge only domestic effluent onto land for plantation within premises, after passing through septic tank. 2. The industry shall immediately provide flow meter at the tubewell installed in its premises. 3. The industry shall keep the movement area clean and in good conditions, at all times. 4. The industry shall provide mechanical water sprinklers all along the boundary walls of the unit, so as to mitigate the dust pollution, within 01 month. 5. The industry shall carry out more plantation along its boundary walls, within 01 month and shall intimate the compliance of the same to the Board. 6. The industry shall ensure that no problem related to dust pollution is being caused by the unit due to its operation and no public complaints are received by the Board in this regard. 7. The project proponent shall comply with the guidelines issued by PWRDA and shall obtain permission from PWRDA for abstraction of ground water. 8. The industry shall comply with the zoning guidelines of PUDA/GMADA/Department of Town & Country Planning, at all times. 9. The industry shall not discharge the effluent into any drain/choe/nallah, in any case. 10. The industry shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances. 11. The industry has been approved by the Board from pollution angle and the industry shall obtain the statutory clearances / permissions from all other concerned departments. 12. The adequacy/ efficacy of the pollution control arrangements shall be the sole responsibility of the industry and the industry shall be bound to implement/ upgrade its pollution control arrangements as per the discretion of the Board to achieve the prescribed emission/ effluent standards, as amended from time to time. 13. The industry shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to him and Rules, Circulars & Directions issued by the Board from time to time. 14. The ‘consent to operate’ is being issued to the project proponent based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing. 15. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent. *Competency- Environmental Engineer Date of Deemed Approval : 07.03.2024
