File Note: It is submitted that the HCF was granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH4/2021/15725139 dated 21.07.2021 and under Water Act, 1974 vide no. CTOW/Renewal/LDH4/2022/18710126 dated 23.05.2022, both valid upto 31.03.2024 for 20 bedded hospital subjected to the conditions mentioned therein. Now the HCF has applied for grant of renewal of consent to operate under Air Act, 1981 and Water Act, 1974 for 20 bedded facility. The HCF has submitted requisite documents through OCMMS. The HCF has deposited Rs. 10,000/- with R no. 930110816 on 22.02.2024 as Air Consent fee, and Rs. 10000/- with R no. 410454614 on 22.02.2024 as water consent fee. The consent fee submitted by the HCF is valid upto 31.03.2034 under both Acts. It is pertinent to mention here that a meeting of Core Committee was taken by the Hon’ble Chairman, PPCB on 19.03.2018 in the Committee Room, Head Office, Patiala and proceedings of the same have been received in this office through e-mail . In the said meeting, with regard to grant of authorization under BMW Rules, 2016 to the HCEs, it was decided as under: i) The Healthcare facilities upto 20 beds/ dental chairs, the documents to be obtained for getting authorization under the BMW Rules should be bare minimum i.e. location plan, agreement with CBWTF, self-declaration (To be specified by PPCB), copy of last month's manifests etc. ii) The fresh/renewal applications of HCFs' be processed online within one week without any prior inspection subject to submission of requisite documents by the HCFs'. The Regional Office will also ensure that no action regarding violation of the provisions of BMW Rules is pending against the HCF. As per circular no. 329 dated 14.09.2023, the Board has decided to facilitate the entrepreneurs with “Auto generation of renewal of consent to establish/operate/authorization of any category of Small scale industries/projects/Health care Facilities (upto 50 beds) and Hazardous Waste generation industries” on the basis of self-declaration by these entrepreneurs and shall be without any inspection/ physical verification by the officers of the PPCB. Further, as per office order no. 379 dated 27.10.2023, the Competent Authority of the Board has decided that HCFs upto 30 beds which are discharging their liquid waste into public sewer and operating within MC limits of towns, where terminal STP have been installed, shall be granted consents/authorization by Punjab Pollution Control Board (PPCB) without installation of individual ETPs, as an interim arrangement, subject to the condition that HCF shall ensure to comply with the effluent standards as notified by the MoEF&CC under Bio Medical Waste Management Rules, 2016 as amended up to date and subsequent amendments, if any. As per application form, the HCF falls under the jurisdiction of M.C, Ludhiana, where terminal STP has already been installed. The HCF has also provided 01 D.G set of capacity 40 KVA equipped with canopy. As such, the HCF is complying with the provisions of Water Act, 1974 and Air Act, 1981. Keeping above in view, it is recommended that consent to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the HCF upto 31.03.2028 subject to suitable conditions and specific conditions as under: - 1. This authorization is valid for 20 beds only. 2. The HCF shall meet the effluent standards as notified by the MoEF&CC under Bio Medical Waste Management Rules, 2016 as amended up to date and subsequent amendments, if any. 3. The HCF shall renew its agreement made with CBWTF from time to time. Competency – Environmental Engineer
