It is intimated that the industry is a small scale red category dyeing unit and was granted "Consent to Establish"(NOC) u/s 25 of Water (Prevention & Control of Pollution) Act, 1974 and u/s 21 of Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/LDH3/2022/20266897 dated 30.11.2022 for establishment of dyeing unit for Dyeing & Processing of Fabrics @ 5 T/day with discharge of trade effluent @ 180.0 KLD and domestic effluent @ 10.0 KLD onto land for plantation after treatment in ETP, which was expired on 29.11.2023.
Now the industry has applied for fresh consent to operate under the Water Act, 1974 and Air Act, 1981 for Dyeing & Processing of Fabrics @ 5 T/day with discharge of trade effluent @ 180.0 KLD onto land for plantation after treatment in ETP (Plantation Area is 2.25 Acres) and domestic effluent @ 10.0 KLD onto land for plantation after passing through septic tank. The industry has deposited Rs. 79,700/- vide UTR no. N012242832312393 dated 12.01.2024 under Rs. 79,200/- Water Act, 1974 & Rs. 500/- as application form fee and Rs. 79,200/- vide UTR No. N012242832315918 dated 12.01.2024 under Air Act, 1981, which are adequate upto 30.06.2029.
The industry has submitted copy of area classification certificate obtained from DTP, Ludhiana vide no. 1267/DTP(L)/M2A dated 26.05.2022 mentioning that the site of the industry falls in Industry Land Use Zone as per Master Plan Ludhiana (2007-2031). Hence, the site is suitable to set up the proposed unit at site.
The unit has also submitted the feasibility report of the ETP of capacity 200 KLD. The treated trade effluent @ 180 KLD shall be discharged onto land for plantation at area of about 2.25 Acres.
The industry has submitted the copy of approved building plan from the competent person under Factory Act.
The industry was visited by the AEE of this office on 24.02.2024 and observed that:-
1. The industry was ready to commission for Dyeing & Processing of Fabrics.
2. The industry has installed 06 soft flow dyeing machines of capacity (300 KGX4) and (150 KGX2) inside the premises. Total installed capacity is 1500 kg.
3. The industry has installed ETP consisting of components as Eq tank chemical dizing 2Tube settlers Aeration Tube settler Prefiltration tank Filters. ETP was ready to commission.
4. The industry has installed one boiler of capacity 4 TPH with cyclone separator as APCD. The industry has proposed to use rice husk as fuel.
The proposed generation of effluent from the installed machinery in 24 hrs after considering dyeing of polyster fabric for 12 hrs and dyeing of cotton/PC for further 12 hrs is as under:-

Total generation of effluent = A+B= 160 KLD.
The industry has provided plantation at area of about 2.25 KLD and considering the effluent discharge handling capacity of 70 KL/ acre, plantation area provided by the industry is adequate to manage discharge @ 157.5 KLD ≈ 160 KLD, Hence the plantation area is adequate to manage the quantum of discharge.
In view of above, it is recommended that the fresh consent to operate under Water Act, 1974 may be granted to the industry Dyeing & Processing of Fabrics @ 5 T/day with discharge of trade effluent @ 160.0 KLD onto land for plantation after treatment in ETP (Plantation Area is 2.25 Acres) and domestic effluent @ 10.0 KLD onto land for plantation after passing through septic tank for the period of one year with usual conditions and special condition that the industry shall got analysed effluent samples as well as air emission samples from the Board within this time period.
